Sen. Lew Frederick

Requires Employment Relations Board to conduct study relating to standards applied in arbitration proceedings involving alleged misconduct by law enforcement officers and to submit report of board's findings to interim committees of Legislative Assembly no later than September 15, 2022. Sunsets January 2, 2023.

Establishes right to receive inpatient psychiatric care in person and on-site. Requires hospital, state hospital and secure intensive community inpatient facility to inform patients or residents of right to in-person and on-site care and to offer patient or resident choice to receive psychiatric care in person and on-site.

Permits individual who is 16 or 17 years of age and registered to vote to cast ballot in school district elections.

Establishes limits on campaign contributions that may be accepted by candidates and political committees. Establishes limits on candidate's personal contributions and expenditures. Requires Secretary of State and Attorney General to impose civil fine of not less than five times, nor more than 20 times, amount of offending contribution or expenditure. Grants Oregon electors standing to sue to enforce penalty provisions. Authorizes employee or contractor to bring civil suit if entity either requires employee or contractor to make contribution or promises or threatens any benefit or detriment if employee or contractor makes or refuses to make contribution. Imposes minimum civil award of $20,000 for violation. Becomes operative on first day of new election cycle for each public office. Declares emergency, effective on passage.

Directs Department of Education to develop accountability measures related to indicators of school quality and student success. Prescribes minimum indicators.

Directs Department of Education to conduct study on standardized tests and to report results of study to interim committee of Legislative Assembly related to education. Sunsets December 31, 2021. Declares emergency, effective on passage.

Establishes Joint Committee on Respectful and Safe University Campuses. Directs joint committee to hold public hearings to study culture, policies, practices and procedures certain institutions utilize to prevent and respond to allegations of sexual and racial discrimination, harassment and misconduct. Authorizes joint committee to subpoena witnesses and documents. Permits joint committee to appoint one or more independent investigators to conduct audit of certain institutions and prepare, and submit to joint committee, report with findings and recommendations no later than December 31, 2021. Authorizes joint committee to request legislation for presession filing to be considered during 2022 regular session or 2023 regular session.

Directs school districts to identify at least one school employee for every 250 students to act as disciplinary mediator. Requires school districts to appropriately train and compensate mediators and to provide mediation when out-of-school suspension or expulsion is proposed or upon request for other disciplinary incidents. Directs school districts to conduct annual evaluation on use of discipline in schools of school district for purposes of determining if there was racial disparity in use of discipline, establishing goals to reduce any racial disparity and developing plan to achieve goals.

Establishes COFA Dental Program in Oregon Health Authority to provide dental care to low-income citizens of Pacific Islands in Compact of Free Association who reside in Oregon and lack access to affordable dental coverage. Specifies eligibility requirements for program and duties of authority in administering program.

Recognizes and honors service members of Oregon National Guard.
