Prohibits employers from permitting or requiring individuals employed in agricultural labor to work in excess of 40 hours in one workweek unless individuals are compensated for overtime hours worked.
Establishes subject-matter credit requirements that students must satisfy in order to receive high school diploma. Removes authority of State Board of Education to establish requirements, including Essential Learning Skills, that students must satisfy in order to receive high school diploma. Directs board to develop recommendations for school district or public charter school to establish requirements for student to satisfy in order for student to receive high school diploma. Directs board to develop recommendations for process for school district or public charter school to award high school diploma to person who was previously ineligible solely due to failure to satisfy certain requirements that are no longer required for high school diploma.
Establishes office of Superintendent of Public Instruction as statewide elected office. Provides for election of Superintendent of Public Instruction, with first election occurring at general election held in November 2022. Prescribes duties, functions and powers of office of Superintendent of Public Instruction when office is filled by person elected to office.
Directs Secretary of State to publish on secretary's website list of top five most commonly spoken languages in each county ] Oregon , other than English. Directs secretary to update list at least once every 10 years. Upon request, requires provision of rental agreements , statements of policies, facility rules and regulations ] and sales contracts for manufactured dwellings to be available ] in any of top five most commonly spoken languages in Oregon other than English. Provides exceptions. Becomes operative on July 1, 2022.
Prohibits public bodies from contracting with broadband Internet access service providers that do not offer low income rate program that meets minimum standards established by Public Utility Commission by rule. Becomes operative January 1, 2022. Takes effect on 91st day following adjournment sine die.

Requires public institutions of higher education to award academic credit in each instance in which enrolled student completed high school class or participated in high school program that offered learning and experiences comparable to introductory communications, public speaking or argumentation course offered at institution. Requires institution to award two academic credits to each student who participated in DECA program, FFA program or speech and debate program for two or three years while at high school. Requires institution to award four academic credits to each student who participated in DECA program, FFA program or speech and debate program for four years while at high school. Prohibits institution from requiring these students to take introductory communications, public speaking or argumentation course offered at institution as prerequisite for taking more advanced courses at institution.
