Modifies provisions relating to police officers.

Establishes Cannabis Equity Board ] Equity Investment and Accountability Board and Equity Investment and Accountability Office within office of Governor to provide equity oversight of cannabis industry in this state. Requires board and office to annually report information about equity in Oregon cannabis industry to interim committee of Legislative Assembly related to cannabis. Establishes equity liaisons in Oregon Health Authority and Oregon Liquor Control Commission. Requires equity liaisons to report to board and office quarterly on specified information. Establishes Cannabis Equity Fund and continuously appropriates moneys in fund to board and office for specified purposes. Directs commission to issue equity license to qualified applicant. Directs commission, board and office to determine date on which equity licensee may transfer more than 49 percent ownership in licensed entity. Allows commission to issue cannabis on-premises consumption license, cannabis delivery license, shared processing license or shared processing facility license to applicant who meets qualification criteria for equity license. Allows commission, after date established by commission but not before January 1, 2028, to issue cannabis on-premises consumption license and cannabis delivery license to applicant who does not meet qualification criteria for equity license. Allows commission, after January 1, 2032, to issue cannabis on-premises consumption license, cannabis delivery license, ] shared processing license or shared processing facility license to applicant who does not meet qualification criteria for equity license. Directs office of public defense services to compile list of certain offenses that involve lawful marijuana activity for purposes of setting aside records of conviction, arrest or charge. Requires office to submit report with list of offenses and recommendations to improve processes to Judicial Department, Cannabis Equity Board ] Equity Investment and Accountability Board, Equity Investment and Accountability Office and interim committees of Legislative Assembly related to judiciary. Directs Judicial Department and ] , Department of State Police , municipal and justice courts and district attorneys in this state to provide information to office of public defense services concerning persons who may be eligible to have set aside conviction, arrest or charge for marijuana offense. Modifies procedures for setting aside certain marijuana convictions, arrests and charges. Authorizes office of public defense services to file motions for setting aside certain marijuana convictions, arrests and charges. Authorizes office to contract with independent attorney to assist office for specified purposes. Limits imposition of supervision conditions related to use of marijuana. Provides that marijuana use may not be basis of parole, probation or post-prison supervision violation except in certain circumstances. Requires entities that maintain records of parole, probation or post-prison supervision violations to review and expunge any records of violations based on specified conduct not later than December 31, 2024. ] Requires allocation of moneys in Criminal Fine Account to Cannabis Equity Fund. Requires distribution of moneys from Oregon Marijuana Account to Cannabis Equity Fund. Specifies manner in which authority shall use moneys transferred to authority. Provides that authority may not charge fee greater than $20 for registry identification card for individual who served in Armed Forces of United States or who receives certain public assistance or $60 for any other individual. Becomes operative on August 22, 2022. Takes effect on 91st day following adjournment sine die.

Requires employers of employees who engage in outdoor work activities to take certain actions to mitigate employee's risk of exposure to unhealthy air quality from wildfire smoke. Requires employers to determine concentration levels of particulate matter in air. Creates exemption for employers who require employees to wear certified respirators while performing outdoor work activities, regardless of concentration levels of particulate matter in air.

Establishes Oregon Wildfire Preparedness and Community Protection Fund . Continuously appropriates moneys in fund to State Fire Marshal, and directs State Treasurer, at request of State Fire Marshal , to transfer moneys from fund to State Fire Marshal , State Forestry Department and Oregon Watershed Enhancement Board to make expenditures from fund ] of moneys for various activities related to restoration, protection and recovery from wildfires. Requires insurer each year to remit to Director of Department of Consumer and Business Services surcharge of $10 for each policy of insurance that is casualty insurance or property insurance. Permits insurer each year to recoup from insureds amount insurer remitted to director. Requires director to deposit proceeds of surcharge into Oregon Wildfire Preparedness and Community Protection Fund. ].

Proposes amendment to Oregon Constitution to specify that section restricting certain banks does not prohibit establishment of bank owned or operated by State of Oregon. Refers proposed amendment to people for their approval or rejection at next regular general election.

Prohibits State Board of Education from requiring, and school districts from administering, certain assessments to students enrolled or preparing to enroll in prekindergarten through grade two. Makes exception for assessments administered for diagnostic purposes as required under state or federal law.

Requires health benefit plans to cover fertility and reproductive endocrinology services.

Adds five members to Task Force on School Safety. Modifies task force duties. Requires, to extent possible, that task force meet by telephone or video conference. Directs task force to submit fourth ] annual report to interim committee of Legislative Assembly related to judiciary no later than September 1, 2022 ] December 1. Requires state agency with member on task force to provide staff support to task force . Extends sunset of task force to December 31, 2023. Takes effect on 91st day following adjournment sine die.

Provides that local government may not become stockholder in or loan credit to or in aid of municipal bank. Provides that municipal bank is not required to obtain deposit insurance from Federal Deposit Insurance Corporation under certain conditions. Provides that municipal bank may act as depository or custodian of public funds under certain conditions.

Provides that spread of fire in forestland across ownership boundary does not constitute prima facie evidence of fire burning uncontrolled if owners or operators of forestland on both sides of ownership boundary agree in advance to conduct prescribed fire. ] Provides that owner or operator of forestland on which prescribed fire exists need not extinguish fire if owners or operators of forestland on both sides of ownership boundary agree in advance of fire that fire may be conducted as prescribed fire and fire remains on forestland of owners or operators that agreed to fire. Prohibits State Forester from determining that fire that spreads across ownership boundary is burning uncontrolled if owners or operators of forestland on both sides of boundary agree in advance to conduct prescribed fire and fire remains on forestland of owners or operators that agreed to fire. ] Provides that person does not commit offense of unlawful use of fire if person has knowledge of prescribed fire burning on person's own land and does not extinguish prescribed fire. ] Directs State Forestry Department to adopt certain rules related to prescribed fires. Provides that department must initiate rulemaking on or before November 30, 2021, and finalize rulemaking on or before November 30, 2022. Requires State Board of Forestry, by December 1, 2021, to consult with Oregon Prescribed Fire Council concerning best practices for conducting Certified Burn Manager program, to initiate rulemaking to establish program and to report to appropriate committee or subcommittee of Legislative Assembly on progress in establishing and implementing program. Appropriates moneys to board for purpose of establishing and implementing program. Takes effect on 91st day following adjournment sine die.
