Establishes annual salary of members of Legislative Assembly equal to annual occupational mean wage estimate for ] average wage for all covered employment in Oregon for prior year. Directs that salary of members of Legislative Assembly be adjusted to conform to annual occupational mean wage estimate ] average wage for all covered employment only once every two years. Applies cost-of-living adjustment to monthly interim expense allowance received by members. Authorizes reimbursement for child care expenses child care allowance ] for members who have children or dependents under 13 years of age. Caps monthly amount of reimbursement and limits reimbursement to specified months during which regular sessions of Legislative Assembly occur. Applies to pay periods beginning on or after January 1, 2023. Takes effect on 91st day following adjournment sine die.

Directs Department of Education, in consultation with STEM Investment Council, to develop statewide, long-term strategic plan to provide computer science education. Requires department to coordinate with council to submit annual report to interim committee of Legislative Assembly related to education. Sunsets January 2, 2028. Establishes computer science as subject for which department must provide academic content standards. Encourages school districts and public charter schools to offer students courses or other instructional opportunities in computer science. Declares emergency, effective on passage.
Directs Department of Revenue to develop schedule allowing personal income taxpayers to voluntarily report taxpayers' self-identified race and ethnicity identifiers. Requires restricted access to collected data. Prohibits access to data by department collection and audit staff or by Internal Revenue Service. Prohibits commercial ] use of data by tax practitioners and tax preparation software vendors for purposes other than preparing and filing of returns . Directs department to report annually, beginning in 2023, on development and implementation of data collection schedule to appropriate committee or interim committee of Legislative Assembly related to information management and technology. Directs State Board of Education to adopt by rule procedures for receiving and investigating complaints of violations of safety, discrimination and welfare laws. ] Prescribes requirements for process of taking complaint that school or education service district is nonstandard. ] Directs State Board of Education to adopt by rule procedures for Department of Education to investigate and resolve allegations of violations of state or federal law that may result in physical harm, denial of instructional days or risk of significant harm or substantial interference with student's ability to safely access public education. Prescribes actions department may take if school district or education service district is found to be in violation of state or federal law. Directs board to adopt by rule requirements for process that education service district must use when district receives complaint that district is not meeting standards established by board. Expands investigative authority of Superintendent of Public Instruction to investigate and resolve complaints of violations relating to special education or early childhood special education. Requires department to appoint at least two individuals to act as student and family advocates. Prescribes duties of advocates. Declares emergency, effective on passage.
Establishes Task Force on Psilocybin Health Equity. Directs task force to study issues related to equity and accessibility of psilocybin services. Requires task force to submit report to interim committee of Legislative Assembly related to human services, mental health and recovery not later than November 1, 2022. Adds to cancers covered by rebuttable presumption of occupational disease for eligible nonvolunteer firefighters. Requires Workers' Compensation Management-Labor Advisory Committee to review material published by National Institute for Occupational Safety and Health related to cancers associated with nonvolunteer firefighters.
Directs Legislative Policy and Research Office to prepare report concerning Oregon's current framework for preventing, monitoring and responding to zoonotic disease. Directs office to present report to committee or interim committee of Legislative Assembly related to public health not later than December 31, 2022. Directs State Fish and Wildlife Commission, at commission's discretion, to review and update list of prohibited species that may not be imported, possessed, sold, purchased, exchanged or transported in this state due to certain risks to public health. Authorizes commission to institute civil suit for recovery of damages for violation of rule related to list of prohibited species. Prohibits person from selling, offering for sale or otherwise participating in sale or offer for sale of wildlife that is sold alive for purpose of human consumption. Provides that prohibition does not apply to otherwise lawful sale, offer for sale or other participation in sale or offer for sale of animal utilized in farm use or certain marine animals lawfully raised or harvested. Punishes violation by maximum of one year's imprisonment, $6,250 fine, or both. Requires commission, when adopting rules authorizing holding of wildlife, to consider public health risks, including risks of zoonotic disease transmission. Declares emergency, effective on passage.
Allows delivery of marijuana items, pursuant to bona fide orders, to consumers within city or county in which marijuana retailer is located and to consumers in cities or counties that have adopted ordinances allowing for delivery of marijuana items from adjacent cities or counties. Allows governing body of city or county to adopt ordinance allowing for delivery of marijuana items from adjacent city or county. Takes effect on 91st day following adjournment sine die.
Directs Oregon Criminal Justice Commission to convene advisory council to assist with recommendations related to health care standards in local correctional facilities. Establishes goal of planning for development of up to three gigawatts of commercial scale ] floating offshore wind energy projects within federal waters off Oregon Coast by 2030. Establishes policy position of State of Oregon related to offshore energy research and development in federal waters off Oregon Coast. Establishes Task Force on Floating Offshore Wind Energy. Requires task force to develop floating offshore wind development strategic plan and to submit plan to interim committees of Legislative Assembly related to energy no later than September 15, 2022. Sunsets December 31, 2022. ] Directs State Department of Energy to conduct literature review on benefits and challenges of integrating up to three gigawatts of floating offshore wind energy into Oregon's electric grid by 2030.
