Requires the Bureau of Labor and Industries to conduct an effort to publicize and explain the obligation to accept cash as payment for goods and services to places of public accommodation and residents of this state. Requires the bureau to continue the effort until the bureau determines that a high rate of compliance exists among persons that are subject to the obligation. Takes effect on the 91st day following adjournment sine die.

Requires a seller in a motor vehicle transaction that involves a retail installment contract or lease agreement to make a good faith effort to sell the retail installment contract or lease agreement to a lender on the exact terms that the seller and buyer negotiated. Requires the seller to undertake certain actions if the lender does not agree to buy the retail installment contract or lease agreement within 10 calendar days after the buyer takes possession of the motor vehicle. Prohibits the seller from selling or paying off a loan balance for any trade-in vehicle that is part of the transaction before receiving a lender's final approval of funding. Specifies the liabilities a seller has for failing to comply with the prohibitions. Requires the seller to provide the buyer with certain disclosures before concluding the transaction. Punishes a violation of the Act as an unlawful practice under the Unlawful Trade Practices Act.

] [ Requires employers to allow employees to take up to four hours of blood donation leave per calendar year without the loss of time, pay or benefits. ] Makes blood donation that is made in connection with a voluntary program that is approved or accredited by the American Association of Blood Banks or the American Red Cross a permissible use of sick time.

] [ Requires the Department of Education to conduct an audit of assessments administered to kindergarteners in public schools. Directs the department to submit findings to the interim committees of the Legislative Assembly related to education not later than September 15, 2026. ] Requires specified boards of educational institutions to video record their governing meetings. Permits a board to post audio recordings of board governing meetings if the educational institution lacks broadband Internet access. Applies to board meetings occurring on or after January 1, 2025. Declares an emergency, effective on passage.

] Prohibits landlords from inquiring about or [ disclosing ] discriminating on the basis of a tenant's or applicant's immigration or citizenship status , [ or ] rejecting an applicant [ due to immigration status. Prohibits discrimination based on immigration status for real property transactions. ] based on the type of identifying documentation or disclosing or threatening disclosure of an applicant's or a tenant's immigration or citizenship status for improper purposes. Authorizes statutory penalties. Becomes operative 30 days after the effective date. Declares an emergency, effective on passage.

] Expands requirements for the passenger rail plan. Directs the Department of Transportation to submit quarterly reports on the performance of passenger rail to the Joint Committee on Transportation. Directs the Department of Transportation to work with the Washington State Department of Transportation and the British Columbia Ministry of Transportation and Infrastructure to develop plans to operate and fund rail transportation. Directs the Department of Transportation to submit biennial reports on plans and shared regional approach to rail to the [ interim committees of ] Legislative Assembly [ related to transportation ]. Allows the Department of Transportation to enter into agreements with the Washington State Department of Transportation and others to collaborate on developing shared objectives for rail. Takes effect on the 91st day following adjournment sine die.

Makes certain changes concerning a program to reduce wildlife-vehicle collisions. Instructs the Department of Transportation and the State Department of Fish and Wildlife to establish an advisory group. Makes certain changes related to reporting on the program.

] [ Requires the Judicial Department to study options for domestic and sexual violence training for judges. Directs the department to submit findings to the interim committees of the Legislative Assembly related to the judiciary not later than September 15, 2026. ] [ Sunsets on January 2, 2027. ] Modifies the enumerated authority of the Chief Justice of the Supreme Court to include the authority to establish continuing education requirements for state court judges. Directs the State Court Administrator to create continuing education opportunities for judges to meet the requirements established by the Chief Justice. Requires the State Court Administrator to submit a report on the implementation of the judicial continuing education requirements to the interim committees of the Legislative Assembly related to the judiciary not later than September 15, 2027.
