Relating to the application of fertilizer.

Requires persons with ownership interests in at least 200 acres of irrigated land used for agriculture to annually report information about fertilizer application to the State Department of Agriculture. Authorizes the department and the Department of Environmental Quality to take certain actions related to the information. Directs the State Department of Agriculture to report on the information to committees or interim committees of the Legislative Assembly related to agriculture on or before September 15 of each odd-numbered year. Authorizes the imposition of civil penalties for a violation.

Relating to tax credits for child care workers; prescribing an effective date.

Creates a refundable income tax credit for certain child care workers. Provides for a child care worker to elect to deposit the refund attributable to the credit in the Oregon Retirement Savings Plan. Provides for the credit to be claimed on the personal income tax return for the 2026 tax year. Takes effect on the 91st day following adjournment sine die.

Relating to affordable housing; declaring an emergency.

] Directs the Housing and Community Services Department to [ establish a project to ] disburse moneys to Self Enhancement, Inc., to develop affordable housing [ that integrates residential units with community services and commercial spaces in the Portland metropolitan area. Requires the department to annually report to the interim committees of the Legislative Assembly related to housing on the project's progress ]. Sunsets on January 2, [ 2030 ] 2028 . Declares an emergency, effective on [ passage ] July 1, 2025 .

Proposing an amendment to the Oregon Constitution relating to banks.

Proposes an amendment to the Oregon Constitution to specify that a section restricting certain banks does not prohibit the establishment of a bank owned or operated by the State of Oregon. Refers the proposed amendment to the people for their approval or rejection at the next regular general election.

Relating to greenwashing; declaring an emergency.

Prohibits a person from publishing or causing to be published an environmental marketing claim, net zero claim or reputational advertising that is materially false, misleading, deceptive or fraudulent. Specifies what constitutes a materially false, misleading, deceptive or fraudulent environmental marketing claim or net zero claim or reputational advertising. Punishes a violation of the Act as an unlawful trade practice under the Unlawful Trade Practices Act and subjects the violator to statutory damages of $200 if a plaintiff can prove exposure to the claim or advertising and that the plaintiff purchased a product or service from the person based on the claim or advertising. Declares an emergency, effective on passage.

Relating to references to individuals.

Replaces the phrase "men and women" with gender-neutral terms in certain statutes. Provides that statutes, rules and orders should use "people" instead of "men and women" whenever possible.

Relating to fees charged for use of a payment card.

Prohibits a merchant from charging or collecting a fee for a person's use of a credit card or debit card in payment for goods or services if the merchant does not accept payment for the goods or services in cash.

Relating to veterans' recognition registration plates.

] Provides that a [ person ] veteran with a disability is eligible for a veterans' recognition registration plate and may request a waiver of the surcharge imposed for the plate. Appropriates moneys to the Department of Transportation to cover the waivers.
