Modifies the definition of "vulnerable person" for purposes of civil action for abuse of a vulnerable person to include individuals under 18 years of age. Applies a statute of limitations for actions based on conduct constituting child abuse to civil actions for abuse of vulnerable persons who are under 18 years of age.
Prohibits a continuing care retirement community from eliminating or reducing a resident's services or programs that were included in the resident's initial residency agreement without the consent of the resident. Declares an emergency, effective on passage.

Creates the psychology provider incentive program within the Oregon Health Authority to provide financial incentives to students enrolled in approved doctoral programs in psychology who complete courses that provide cultural competency training. Requires the program to provide loan repayment subsidies to certain licensed psychologists. Establishes the Psychology Provider Incentive Fund. Requires the Department of Public Safety Standards and Training to guarantee full-time employment to certain licensed psychologists. Requires public employers to award a hiring preference to certain licensed psychologists. Takes effect on the 91st day following adjournment sine die.
Creates a process for challenging a charge, finding of guilt, conviction or sentence, by filing a motion in the trial court or a petition for post-conviction relief, based on evidence that the conviction or sentence was sought, obtained or imposed based on race, ethnicity or national origin. Applies retroactively to specified cases beginning January 1, 2027.
Changes the term "marijuana" to "cannabis" in Oregon law. Directs state agencies that refer to "marijuana" in agency rules to amend "marijuana" to "cannabis."
Directs the Department of Human Services to provide grants to nonprofit service providers to assist individuals who are noncitizens to change their immigration status or obtain lawful permanent resident status. Requires the nonprofit service providers to report on the number of individuals who succeed in changing their immigration status or obtaining lawful permanent resident status. Directs the department to provide every individual served by the department information about, and a referral to the grant program. Declares that it is state policy to help Oregonians who are eligible under federal law change their immigration status or obtain lawful permanent resident status. Appropriates moneys from the General Fund to the department for the purpose of providing grants. Declares an emergency, effective on passage.
