Establishes Task Force on Age Discrimination. Directs task force to identify and evaluate impacts of age discrimination in workplace and report to interim committees relating to business and labor. Sunsets December 31, 2021. Declares emergency, effective on passage.
Authorizes city, county, metropolitan service district, school district, college or university to adopt ordinance or policy limiting or precluding affirmative defense for possession of firearms in public buildings by concealed handgun licensees. Modifies definition of "public building" for purposes of crime of unlawful possession of weapon in public building. Punishes violation by maximum of five years' imprisonment, $125,000 fine, or both.
Authorizes Bureau of Labor and Industries to conduct inquiries and investigations, including criminal records checks, to determine whether employer and any employees of employer have adequate character and fitness to employ minors in compliance with provisions relating to employment of minors. Requires Commissioner of Bureau of Labor and Industries to adopt rules no later than January 1, 2021. Requires submission of attestation form before bureau may issue annual employment certification to employer. Authorizes commissioner to deny, revoke or refuse to issue employment certification and impose civil penalty if employer falsifies or misrepresents information in attestation form or permits employee who is required to report as sex offender to have direct contact with minor who is employed by employer. Allows minor who is employed by employer and who claims to be aggrieved by employer's failure to comply with requirements to file civil action. Declares emergency, effective on passage.
Prohibits aerial pesticide applicator from spraying or otherwise applying by aircraft pesticide product containing chlorpyrifos. Prohibits person from applying pesticide product containing chlorpyrifos within 300 feet of campus of school. Requires person that employs worker to take steps to ensure that worker does not enter into area in which pesticide product containing chlorpyrifos was applied within eight preceding calendar days. Effective January 1, 2022, prohibits sale, purchase or use of pesticide product containing chlorpyrifos. Requires State Department of Agriculture to revoke, on January 1, 2022, pesticide registrations for pesticide products containing chlorpyrifos. Declares emergency, effective on passage.

Provides that city in Clackamas County annexed into county parks and recreation service district between January 1, 2005, and December 31, 2006, by vote of city electors is deemed withdrawn from and no longer part of county service district as of June 30, 2020. Directs Office of Emergency Management to establish and administer voluntary Oregon outdoor recreation search and rescue card program. ] Establishes Oregon Search and Rescue Fund. Continuously appropriates moneys in fund to office to reimburse county sheriffs for search and rescue activities and to administer and support county search and rescue grant program. ] Directs office to establish county search and rescue grant program to distribute moneys to counties for equipment, training and educational outreach. ] Permits Office of Emergency Management to enter into agreement with nonprofit organization representing sheriffs under which organization is authorized to administer program to produce and sell outdoor recreation search and rescue cards. Establishes requirements for agreement. Provides that organization may use revenues from program only to reimburse administrative costs and expenses, to reimburse county sheriffs' offices for certain costs relating to search and rescue and to issue grants for search and rescue purposes. Modifies statewide greenhouse gas emissions reduction goals. Establishes Oregon Greenhouse Gas Initiative and related provisions, operative January 1, 2022. Authorizes Public Utility Commission to allow rate or rate schedule to include differential rates or to reflect amounts for programs that enable public utilities to assist low-income residential customers. Authorizes commission to allow electric companies and natural gas utilities to recover costs for prudent investments in or expenses for infrastructure measures that support adoption and service of alternative forms of transportation. ] Amends greenhouse gas reporting statute. Repeals Energy Facility Siting Council carbon dioxide emissions standards. Provides that energy facility subject to site certificate or amended site certificate shall comply with Oregon Greenhouse Gas Initiative if energy facility would otherwise be subject to initiative. Requires Environmental Quality Commission to adopt by rule standards and requirements for reducing methane emissions from landfills. Requires Environmental Quality Commission to regulate use of hydrofluorocarbons in certain products. ] Abolishes Oregon Global Warming Commission, operative December 31, 2020. Repeals authority of State Forester to establish forestry carbon offset program. Modifies requirements for ethanol content in gasoline. Prohibits sale or offer for sale of general service lamps that do not meet certain efficiency standards. Authorizes State Department of Energy to modify prohibition by rule to align with laws of adjacent states. Provides for direct, expedited judicial review by Oregon Supreme Court of certain constitutional questions related to Oregon Greenhouse Gas Initiative. Requires certain reports and reviews related to Oregon Greenhouse Gas Initiative. Establishes, within Department of Environmental Quality, Oregon Greenhouse Gas Reduction Board, Administrator of the Office of Greenhouse Gas Regulation and Office of Greenhouse Gas Regulation and sets forth duties of board, administrator and office. Declares emergency, effective on passage.
Establishes product stewardship program for mattresses. Establishes Mattress Stewardship Fund. Establishes mattress stewardship program advisory committee. Requires stewardship organizations to submit plans for mattress stewardship programs to Department of Environmental Quality. Imposes civil penalties for violation of program provisions not to exceed, per day for each day of violation, $100 for violation by retailer, $1,000 ] $10,000 for violation by producer or renovator and $1,000 for violation by stewardship organization. Requires certain persons that service student loans in this state to obtain or renew license. Specifies license application and renewal procedures, required fees and persons that are exempt from requirement. Prescribes duties of licensee and requires licensee to maintain specified liquidity, operating reserves and tangible net worth. Prescribes civil penalty against person that engages in business as student loan servicer without license. Permits Director of Department of Consumer and Business Services to participate in multistate examinations under specified circumstances. Becomes operative on July 1, 2021.
