Requires the Legislative Revenue Officer to study tax incentives for energy development, storage and transmission in Oregon. Directs the officer to submit a report to the interim committees of the Legislative Assembly related to revenue no later than September 15, 2026. Sunsets on January 2, 2027. Takes effect on the 91st day following adjournment sine die.

Expands the radius for giving notices of proposed middle housing land division and requires additional content in the notices. Declares an emergency, effective on passage.

Directs the Housing and Community Services Department to distribute funds to Bridge Meadows for specified purposes. Directs the department to oversee the use of funds. Directs the Governor to appoint a new head of certain agencies within three months after the Senate fails to confirm the reappointment of the head of the agency.

Authorizes the payment out of the Workers' Benefit Fund of the expenses of the Commissioner of the Bureau of Labor and Industries in carrying out the commissioner's statutory duties.

Prohibits a gun dealer from transferring a firearm or unfinished frame or receiver until 72 hours have elapsed from the time the gun dealer requested a criminal background check, and the gun dealer has received the background check approval number from the Department of State Police. Provides that a gun dealer who has the approval number and allows the required time period to elapse before transfer has immunity from civil liability for use of the transferred firearm or unfinished frame or receiver by the purchaser. Takes effect on the 91st day following sine die.
