Directs Housing and Community Services Department to conduct study to estimate amount of additional homeless shelter capacity necessary in each county and cost of building or acquiring such capacity. Directs department to submit report on findings to Legislative Assembly by January 1, 2021.
Expands eligibility for Women, Infants and Children Program nutrition assistance to children five years of age or older who have not entered kindergarten ] begun attending school , paid for with state funds. Requires Oregon Health Authority to provide notice to families receiving Women, Infants and Children Program nutrition assistance if federal funding for program terminates.
Requires Department of Human Services to adopt by rule ] contract with nonprofit organization to implement and administer program that provides financial assistance ] to assist recipients of supplemental nutrition assistance for ] in purchasing locally grown fruits and vegetables from participating ] farmers' markets, farm share sites and retail outlets that participate in program . Requires program match amounts that recipient spends on certain eligible foods. ] Appropriates moneys from General Fund to department to be distributed to nonprofit organization that has contracted with department to implement and administer program and match amounts that recipient spends on certain eligible foods . Sunsets January 2, 2022. Declares emergency, effective on passage.
Explicitly authorizes political contributions received by candidate, principal campaign committee of candidate or principal campaign committee of holder of public office to be used to defray caregiving expenses for relative of candidate or office holder if expenses would not exist without campaign activity or holding of public office.
Exempts from ad valorem property taxation first $150,000 of assessed value of dwelling provided by religious organization and occupied by organization's spiritual leader as primary residence and lot on which dwelling is situated. Denies exemption if religious organization or owner or occupant of dwelling receives consideration for use of dwelling, other than consideration rendered for foster care provided in dwelling. Applies to property tax years beginning on or after July 1, 2020.
Establishes Universal School Meal Account for purpose of reimbursing school districts for certain costs incurred in providing federally reimbursable meals. Provides for prioritization of distributions if funds are insufficient to make reimbursements. Declares emergency, effective July 1, 2019.
Requires that , to extent provided in Oregon Liquor Control Commission rules, wine using American viticultural area in this state as appellation of origin or implying American viticultural area as source be produced entirely from grapes grown in that American viticultural area. Creates exception. Authorizes Oregon Liquor Control ] commission to grant variance or temporary exemption for specified cause and to exempt American viticultural areas from requirement ]. Applies to wine labeled on or after January 1, 2023 ] 2030 . Eliminates most variance authority for wines bottled on or after January 1, 2035. Requires commission to appoint advisory committee. Sunsets advisory committee January 2, 2023 ] 2030 . Requires commission to adopt rules establishing penalty schedule for labeling requirement. Requires adoption of initial rules in time to take effect January 1, 2023 ] 2030 . Repeals rule adoption requirement January 2, 2023 ] 2030 . Requires commission to report to interim committee of Legislative Assembly no later than September 15, 2020, regarding advisory committee recommendations and status of commission rule adoption proceedings. Increases total amount allowed in tax year to all taxpayers as tax credits for donations to fiduciary organizations for distribution to individual development accounts. Increases maximum percentage of taxpayer donation for which credit may be allowed. Applies to tax years beginning on or after January 1, 2019, and before January 1, 2022. Updates and makes technical corrections to statutes governing individual development accounts. Takes effect on 91st day following adjournment sine die.
