Directs Department of Veterans' Affairs to develop and implement grant program to provide funding to Oregon counties for veterans' courts.
Requires certain government officials and management employees to complete education on incident command, National Incident Management System and emergency response.
Adds two members who are physician assistants or retired physician assistants and one additional public member to membership of Oregon Medical Board. Takes effect on 91st day following adjournment sine die.
Establishes limits on campaign contributions that may be accepted by candidates and political committees. Establishes limits on candidate's personal contributions and expenditures. Requires Secretary of State and Attorney General to impose civil fine of not less than five times, nor more than 20 times, amount of offending contribution or expenditure. Grants Oregon electors standing to sue to enforce penalty provisions. Authorizes employee or contractor to bring civil suit if entity either requires employee or contractor to make contribution or promises or threatens any benefit or detriment if employee or contractor makes or refuses to make contribution. Imposes minimum civil award of $20,000 for violation. Becomes operative on first day of new election cycle for each public office. Declares emergency, effective on passage.
Directs Department of Consumer and Business Services to study issues relating to commercial evictions and to report to appropriate committee or interim committee of Legislative Assembly on or before September 15, 2022. Sunsets December 31, 2022.
Prohibits Oregon Transportation Commission from establishing toll on Interstate 205.
Allows partition to separate dwelling units for new duplexes allowed in cities. Prohibits homeowners associations or restrictive covenants from forbidding partition. Delays applicability of limits on private middle housing restrictions.
Establishes Joint Committee on Respectful and Safe University Campuses. Directs joint committee to hold public hearings to study culture, policies, practices and procedures certain institutions utilize to prevent and respond to allegations of sexual and racial discrimination, harassment and misconduct. Authorizes joint committee to subpoena witnesses and documents. Permits joint committee to appoint one or more independent investigators to conduct audit of certain institutions and prepare, and submit to joint committee, report with findings and recommendations no later than December 31, 2021. Authorizes joint committee to request legislation for presession filing to be considered during 2022 regular session or 2023 regular session.
Establishes COFA Dental Program in Oregon Health Authority to provide dental care to low-income citizens of Pacific Islands in Compact of Free Association who reside in Oregon and lack access to affordable dental coverage. Specifies eligibility requirements for program and duties of authority in administering program.
Recognizes and honors service members of Oregon National Guard.
