Imposes surtax on income tax liability. Transfers proceeds of income tax surtax to Resiliency Grant Fund. Applies to tax years beginning on or after January 1, 2022. Takes effect on 91st day following adjournment sine die.

Requires sentencing court to consider as mitigation evidence defendant was subjected to domestic abuse that was significant factor in criminal behavior. Provides that such evidence constitutes substantial and compelling reasons justifying downward departure sentence. Authorizes court to impose lesser sentence even if sentence is mandatory or otherwise required by law. Creates procedure by which person currently serving sentence may petition court for resentencing if person was subjected to abuse that was significant factor in criminal behavior. Takes effect on 91st day following adjournment sine die.

Requires Legislative Assembly to provide translator and interpreter services free of charge in order to facilitate witness participation in hearings or informal meetings with one or more members of Legislative Assembly, as required by federal Americans with Disabilities Act, or in conjunction with constituent outreach services. Requires that verbal or written request be made to Legislative Administrator by specified date before translator and interpreter services will be provided. Requires Legislative Administrator, upon request of member of Legislative Assembly, to provide translator or interpreter services for specified types of written material. Requires each Senator and Representative to develop language access plan for their offices to address communication of critical legislative information to limited English proficiency constituents and residents of their districts. Specifies factors each plan must take into account and methods members may choose to implement plan. Appropriates moneys to Legislative Administration Committee to fund translator and interpreter services and language access plan development. Takes effect on 91st day following adjournment sine die.

Directs Office of Emergency Management to create and maintain database for flagging of known or suspected hazardous locations during emergency. Directs office to grant access to database to relevant state agencies and local law enforcement and emergency service providers. Declares emergency, effective on passage.

Increases total amount of tax credits for affordable housing lenders allowed for all taxpayers per fiscal year. Expands purposes for which qualified borrower may use loan proceeds, with conditions. Extends period over which credit may be claimed, for certain loans with federal financing. Adds bonds issued by housing authority to types of bonds that lending institution may purchase to make qualified loan. Applies to tax years beginning on or after January 1, 2022. Takes effect on 91st day following adjournment sine die.

Directs Oregon Business Development Department to develop and implement program to award grants to operators of movie theaters closed to public due to public health restrictions related to COVID-19. Appropriates moneys from General Fund to department for purposes of grant program. Declares emergency, effective July 1, 2021.

Modifies allocation formula for grants to children's advocacy centers. Establishes Child Abuse Assessment Account within State Treasury for purpose of grant program for children's advocacy centers. Appropriates moneys from General Fund to Department of Justice for purpose of funding program. Limits biennial expenditures by department for grant program from Child Abuse Assessment Account. Modifies authority of Advisory Council on Child Abuse Assessment to deposit contributions to Child Abuse Multidisciplinary Intervention Account and Child Abuse Assessment Account. Takes effect on 91st day following adjournment sine die.

Directs Legislative Policy and Research Director to study and make recommendations to Legislative Policy and Research Committee on ways to enhance public participation in legislative process and public access to legislative process.

Provides that maximum loading weight of motorboat must be less than 4,000 pounds to obtain towed watersports motorboat certificate. Authorizes State Marine Board to conduct study related to increasing prescribed maximum loading weight. Provides that person shall carry towed watersports endorsement if engaged in any towed watersports within Newberg Pool Congested Zone. Takes effect on 91st day following adjournment sine die.

Prohibits employers from permitting , or ] requiring or suffering agricultural workers to work in excess of 40 ] certain maximum hours in one workweek unless workers are compensated for overtime hours worked. Phases in requirement over three calendar years. Authorizes Commissioner of Bureau of Labor and Industries to enforce wage claim regarding overtime pay for agricultural workers. Authorizes commissioner to assess civil penalty for willful violations of overtime pay requirements. Requires Oregon Business Development Department to develop and implement overtime compensation payment program to assist employers of agricultural workers in paying required overtime to workers. Establishes Agricultural Worker Overtime Account. Appropriates moneys from General Fund to department for deposit into account to carry out purposes of program. Sunsets program on January 2, 2026.
