Relating to payments under the Public Employees Retirement System subject to Oregon personal income tax; prescribing an effective date.

Directs Public Employees Retirement Board to initiate, resume or suspend payment of certain increased benefits under Public Employees Retirement System on first day of calendar quarter following receipt of notice by board that benefit payments are or are not subject to Oregon personal income tax. Directs board to pay increased benefits not paid to person because board determined that payments were not subject to Oregon personal income tax if person later establishes that payments were subject to Oregon personal income tax. Takes effect on 91st day following adjournment sine die.

Relating to certification requirements for certain classes of businesses; prescribing an effective date.

Permits disadvantaged business enterprise, minority-owned business, woman-owned business, business that service-disabled veteran owns or emerging small business to retain certification despite exceeding applicable cap on gross receipts if enterprise or business subcontracts to another certified enterprise or business not less than 20 percent of subcontract in which enterprise or business participates as required participant, enters into mentor relationship with other enterprise or business and otherwise remains eligible for certification. Requires contracting agency to establish technical assistance fund and reimburse expenses that enterprise or business incurs in connection with mentor relationship. Takes effect on 91st day following adjournment sine die.

Relating to authority of Department of Revenue to modify administrative rules; prescribing an effective date.

Expands prohibition against retroactive rulemaking by Department of Revenue to prohibit department from adopting or amending rule to require change in tax treatment of item. Applies to tax years beginning on or after January 1, 2019. Takes effect on 91st day following adjournment sine die.

Relating to trust deeds; declaring an emergency.

Prohibits county from bringing claim or action against person if claim or action is based on statement in trust deed that nominee or agent of lender is grantee or beneficiary, based on county's recording or indexing instrument that states that nominee or agent of lender is grantee or beneficiary or based on person's having obtained or transferred interest in trust deed by means of instrument that was executed or delivered to person but was not recorded in county's deeds and mortgages records or in county's County Clerk Lien Record. Prohibits county clerk from charging or collecting fee for instrument that transfers interest in trust deed and that was executed and delivered to person but was not presented for recording. Applies to claims that arise before, on or after January 1, 2018, but does not apply to actions that commenced before January 1, 2018. Declares emergency, effective on passage.

Relating to pharmacy benefit managers.

Limits pharmacy benefit managers' ability to require or encourage enrollees to fill or refill prescription drugs at mail order pharmacy. Prohibits pharmacy benefit managers from requiring special credentialing or similar requirements for pharmacists licensed by State Board of Pharmacy.

Relating to abortion.

Prohibits abortion unless physician has first determined probable post-fertilization age of unborn child, except in case of medical emergency. Prohibits abortion of unborn child with probable post-fertilization age of 20 or more weeks, except in case of medical emergency. Requires physician who performs or induces, or attempts to perform or induce, abortion to file report, within 30 days, with Oregon Health Authority. Requires authority to publish annually statistics relating to abortion.

Relating to motorboats; prescribing an effective date.

Authorizes State Marine Board to make special regulations relating to operation of motorboats to minimize and prevent erosion at request of Department of State Lands. Takes effect on 91st day following adjournment sine die.
