Prohibits Department of Corrections from paying for or providing, directly or indirectly, gender-affirming care to individuals in custody of correctional facility in this state.

Limits interest rate to no more than prime rate plus one percent for loans advanced under veterans' home and farm loan program. Appropriates moneys from General Fund to Department of Veterans' Affairs for deposit in Oregon War Veterans' Fund, for biennium beginning July 1, 2023, to be used to advance loans to qualified veterans for acquisition of farms and homes.
Creates income tax credit for energy production in Oregon. Applies to tax years beginning on or after January 1, 2022. Establishes Task Force on Free-Market Energy Production. Directs task force to review existing laws related to energy production in Oregon to determine how to ensure all forms of energy production are regulated equally, based on scientific analysis of risks and rewards posed by each form of energy production. Sunsets on December 31, 2024. Takes effect on 91st day following adjournment sine die.
Requires Adjutant General to grant militia member's request for exemption to immunization requirements because of member's religious beliefs.
Provides that, when interview is element of process of selecting candidate for civil service position from eligibility list, public employer must interview each veteran applicant who meets qualifications for position and shows transferable skills if duties of position are performed by only one person within public employer's organization. Requires public employer to provide written notice to veteran who is eliminated from consideration for vacant civil service position. Provides right to jury trial and permits awards of noneconomic damages in civil suits for violation of veterans' employment preference statutes. Modifies period for notice of tort claim against public body for violation of veterans' employment preference statutes. Directs Department of Veterans' Affairs to establish program for investigation and nonbinding arbitration of alleged violation of veterans' employment preference statutes. Requires public employers to conduct annual training related to veterans' employment preferences. Provides that conducting approved annual training is affirmative defense to claim for violation of veterans' employment preference statutes.
Proposes amendment to Oregon Constitution to eliminate even-numbered year regular sessions of Legislative Assembly. Refers proposed amendment to people for their approval or rejection at next regular general election held throughout this state.

Prohibits state from paying costs of travel to or from Oregon for employee in state service who telecommutes from principal worksite more than 60 miles outside this state , unless collective bargaining agreement provides otherwise or essential requirements of position make it necessary for employee to telecommute from outside this state .
Requires school district boards to ensure that specified percentage of expenditures of school district are paid as compensation to teachers of core academic subjects or manual skills. Takes effect July 1, 2023.
Proposes amendment to Oregon Constitution to establish right of parent to choose school that parent's child attends. Requires establishment of school choice accounts for parents who choose nonpublic education. Allows parents who choose nonpublic education to pay for expenses incurred in relation to education of child with moneys from school choice account. Refers proposed amendment to people for their approval or rejection at next regular general election.
