Adjourns organizational session of Eighty-second Legislative Assembly. Provides that Eighty-second Legislative Assembly shall convene in regular session on January 17, 2023.
Creates Oregon personal income tax subtraction for amounts received for renting out room in taxpayer's home. Applies to tax years beginning on or after January 1, 2024, and before January 1, 2030. Takes effect on 91st day following adjournment sine die.
Abolishes annual one-hour change in time from standard time to daylight saving time and maintains Oregon on standard time for all 12 months of calendar year, except in portion of Oregon in Mountain Time Zone. Further amends law to maintain Oregon on daylight saving time, except in portion of Oregon in Mountain Time Zone. Becomes operative at 2 a.m. on second Sunday of first March following enactment of changes in federal law that allow states to adopt daylight saving time as standard of time for all 12 months of calendar year. Repeals advancement to daylight saving time standard and restores standard time for entirety of calendar year as standard of time in portion of Oregon in Pacific Time Zone if required changes in federal law have not been enacted by December 1, 2033.
Directs Department of Education to develop and implement statewide education plan for students who are eligible for special education and who have experienced disproportionate results in education due to historical practices. Requires school districts to establish special education advisory council. Authorizes use of moneys from Student Investment Account for councils. Requires all statewide education plans to include strategies that provide for alignment with other statewide education plans. Declares emergency, effective July 1, 2023.
Restores corporate excise tax credit allowed for qualified research activities and sets increased maximum credit amount. Limits use of credit to semiconductor or other advanced manufacturing industries. Uses tiered credit percentages based on amount of increase in qualified research expenses. Provides for refundability of credit for taxpayer with fewer than 150 employees. Increases maximum amount of alternative qualified research credit allowed to taxpayer with insufficient increase in research expenses to claim standard credit. Exempts from commercial activity subject to corporate activity tax amount of qualified research credit allowed against corporate excise tax. Applies to tax years beginning on or after January 1, 2024, and before January 1, 2030. Takes effect on 91st day following adjournment sine die.
Requires Oregon Health Authority to study access to behavioral health treatment. Directs authority to submit findings to interim committees of Legislative Assembly related to health not later than September 15, 2024. ] Appropriates moneys for various purposes related to behavioral health treatment. Sunsets January 2, 2025. ] Declares emergency, effective on passage ] July 1, 2023 .
Requires Department of Education to annually designate whether each school district is conditionally standard, nonstandard or standard. Prescribes requirements for designations and reporting requirements for designations. Directs Department of Education to investigate allegations of noncompliance with prohibition on discrimination by public elementary or secondary education provider. Prescribes actions department may take upon determination of noncompliance. Directs State Board of Education to adopt requirements for process and criteria for district school board or education service district board to select textbooks and other instructional materials that are not on list adopted by State Board of Education. Directs Department of Education to review department's statutes, rules and internal policies to identify how best to incorporate suggestions made by Secretary of State following audit of education in this state. Declares emergency, effective July 1, 2023.
Proposes amendment to Oregon Constitution to enumerate examples of rights, the denial or abridgement of which would violate existing constitutional guarantee of equality of rights. Makes conforming change to repeal constitutional policy of marriage being between one man and one woman. Refers proposed amendment to people for their approval or rejection at special election held on same date as next regular general election.
Instructs Water Resources Commission ] Department to take certain actions related to Walla Walla Water 2050 Strategic Plan.
Prohibits landlords from denying application for tenancy based on certain rental or financial screening or admissions criteria if applicant is refugee from Ukraine. Waives written test or ] actual demonstration requirements for issuance of Class C driver license for refugee from Ukraine who holds valid driver license issued by Ukraine that expires on or after January 1, 2022. Requires Department of Transportation to waive fees relating to issuance or provision of up to two replacements of driver license issued to refugee from Ukraine. Requires Office of Immigrant and Refugee Advancement to develop and provide informational material to each field office of Department of Transportation where applications for driver licenses or vehicle registrations are accepted. Directs that informational material identify types of driver licenses issued by Ukraine that may be used to obtain Oregon driver license , identify documents that may be used by individual to demonstrate that individual is refugee from Ukraine and explain eligibility for waivers to fees and certain testing ] demonstration requirements and be provided in English, Ukrainian and Russian languages. Sunsets January 2, 2028. Declares emergency, effective on passage.
