Directs Department of Education to distribute grants for purpose of developing and diversifying education workforce for prekindergarten through grade 12. Establishes Next Generation Educator Recruitment and Development Account. Appropriates moneys from General Fund to account. Declares emergency, effective July 1, 2019.

Adds consumer advocate as nonvoting member of Higher Education Coordinating Commission. Prohibits commission from exempting private career school from regulation for sole reason that school received accreditation from accrediting agency. Requires institution of higher education to post information about how to file complaint on website. Allows student two years to file complaint against institution. Makes student ineligible to receive or renew state financial aid to attend school whose graduation rate or three-year cohort default rate on federal loans is below specified level. Requires institution of higher education to make graduation rate, cohort default rate on federal student loans and other information publicly available on website of institution. Takes effect on 91st day following adjournment sine die.

Prohibits sale, purchase or use of pesticide chlorpyrifos. Requires State Department of Agriculture to place pesticide products containing neonicotinoid on list of restricted-use pesticides. Amends pesticide product registration fee provision. Reduces maximum fee for certain occupational licenses related to pesticides.

Increases threshold under which school district may receive additional State School Fund moneys for student eligible for special education. Increases amount transferred each year to High Cost Disabilities Account. Declares emergency, effective July 1, 2019.

Requires owner or possessor of firearm to secure firearm with trigger or cable lock or in locked container except in specified circumstances. Punishes violation by maximum of $500 fine. If minor obtains unsecured firearm as result of violation, punishes by maximum of $2,000 fine. Provides that person who does not secure firearm as required is strictly liable for injury to person or property within four years after violation. Requires owner or possessor of firearm to secure firearm with trigger or cable lock or in locked container when transferring firearm except in specified circumstances. Punishes violation by maximum of $500 fine. Provides that person who transfers firearm without securing firearm is strictly liable for injury to person or property within four years after violation. Requires person to report loss or theft of firearm within 24 hours of time person knew or should have known of loss or theft. Punishes violation of requirement by maximum of $1,000 fine. Requires person transferring firearm to minor to directly supervise minor's use of firearm unless minor is owner of firearm. Provides that person who does not supervise minor as required is strictly liable for injury to person or property caused by minor's use of firearm. Directs Attorney General to specify by rule minimum specifications for trigger and cable locks and locked containers required by Act. Declares emergency, effective on passage.

Requires each county to identify 10 most common languages spoken by residents of county. Requires Secretary of State and county to ensure state voters' pamphlet and county voters' pamphlet are translated into each of 10 identified languages and to make translated voters' pamphlets available on county website. Requires voters' pamphlets to include, in each of 10 identified languages, website address for translated voters' pamphlet. Applies to voters' pamphlets distributed on or after January 1, 2021. Takes effect on 91st day following adjournment sine die.

Requires that , to extent provided in Oregon Liquor Control Commission rules, wine using American viticultural area in this state as appellation of origin or implying American viticultural area as source be produced entirely from grapes grown in that American viticultural area. Creates exception. Authorizes Oregon Liquor Control ] commission to grant variance or temporary exemption for specified cause and to exempt American viticultural areas from requirement ]. Applies to wine labeled on or after January 1, 2023 ] 2030 . Eliminates most variance authority for wines bottled on or after January 1, 2035. Requires commission to appoint advisory committee. Sunsets advisory committee January 2, 2023 ] 2030 . Requires commission to adopt rules establishing penalty schedule for labeling requirement. Requires adoption of initial rules in time to take effect January 1, 2023 ] 2030 . Repeals rule adoption requirement January 2, 2023 ] 2030 . Requires commission to report to interim committee of Legislative Assembly no later than September 15, 2020, regarding advisory committee recommendations and status of commission rule adoption proceedings. Takes effect on 91st day following adjournment sine die.

Requires person to secure permit before purchasing or otherwise receiving firearm. Specifies qualifications for permit and manner of applying for permit. Creates procedures for appealing denial of permit. Punishes receipt of firearm without valid permit by maximum of 364 days' imprisonment, $6,250 fine, or both. Requires person who owns or possesses firearm to secure firearm with trigger or cable lock or in locked container. Punishes failure to secure firearm by maximum of 30 days' imprisonment, $1,250 fine, or both. Requires person who owns or possesses firearm to report to law enforcement agency loss or theft of firearm within 24 hours. Punishes failure to report loss or theft by maximum of 30 days' imprisonment, $1,250 fine, or both. Prohibits possession of magazine with capacity to hold more than five rounds of ammunition. Provides that person in possession of such magazine must sell or otherwise dispose of magazine within 180 days of effective date of Act. Punishes unlawful possession of magazine capable of holding more than five rounds by maximum of 364 days' imprisonment, $6,250 fine, or both. Requires criminal background check before transfer of ammunition. Restricts ammunition receipt to 20 rounds within 30-day period. Prohibits transfer of firearm by gun dealer or private party until latter of 14 days or Department of State Police has determined that recipient is qualified to receive firearm.

Alters commissioner composition of Higher Education Coordinating Commission by redesignating five current nonvoting positions as voting positions and by adding one additional position for graduate student attending public university.

Removes ability of parent to decline required immunizations against restrictable diseases on behalf of child for reason other than child's indicated medical diagnosis. Allows child who is not immunized or exempt for reason of indicated medical diagnosis to attend school that provides education program through online courses. Prohibits child from attending in-person ] in person specified school-related activities ] events, meetings and opportunities . Defines "restrictable diseases." Allows Oregon Health Authority to recommend additional diseases against which children may be immunized. Directs boards that regulate certain licensed health care practitioners to review documents completed by licensed health care practitioners granting exemptions from immunization requirements because of indicated medical diagnosis. Defines "licensed health care practitioner." Requires boards to report annually to authority on results of review. Requires authority to report annually to Legislative Assembly on reports submitted by boards. Directs Oregon Health ] authority to establish outreach and education plan regarding disease control in schools. Allows child who is not immunized to continue attending school in person until August 1, 2020. Declares emergency, effective on passage.
