Relating to the sale of health information; declaring an emergency.

Prohibits commercial sale of health information by covered entity, business associate, subcontractor, as defined by Health Insurance Portability and Accountability Act of 1996, or other third party, without authorization of individual whose health information would be included in sale. Makes violation of prohibition unlawful practice. ] Becomes operative January 1, 2021. ] Establishes Task Force on Protecting Health Information. Specifies membership and duties. Requires task force to report to interim committees of Legislative Assembly related to judiciary by December 1, 2019. Declares emergency, effective on passage.

Relating to transportation; declaring an emergency.

Authorizes issuance of general obligation bonds for Interstate 205: Stafford Road to State Highway 213 Project. Requires Department of Transportation to consult with certain local governments impacted by state or federal highway bridge project if project costs at least $200 million. Declares emergency, effective on passage.

Relating to student loans; prescribing an effective date.

Establishes Dreamers Access Program to award student loans to eligible students with demonstrated financial need. Provides that maximum amount of loan per student may not exceed $10,000 per academic year or aggregate total of $50,000. Requires Higher Education Coordinating Commission to administer program by rule. Establishes Dreamers Access Program Fund. Continuously appropriates moneys to commission for purpose of awarding loans and administering program. Requires commission to file annual report with Legislative Assembly stating dollar amount of each loan awarded under program and number of students who received loan under program during previous academic year. Requires commission to file annual report with Legislative Assembly stating total amount of moneys within fund, total amount of moneys appropriated or otherwise provided to fund during current biennium by Legislative Assembly and commission's annual administrative costs for administering program. Takes effect on 91st day following adjournment sine die.

Relating to workers' compensation; declaring an emergency.

Makes various changes to workers' compensation laws of this state. ] Provides that diagnostic services are compensable under workers' compensation law after industrial accident or occupational disease has been determined to be compensable and if diagnostic services are reasonable and necessary to identify nature or extent of medical condition that may be related to industrial accident or occupational disease. Specifies certain limitations. Provides that employer bears burden of proof in denial of coverage that otherwise compensable condition is no longer major contributing cause of need for treatment and disability of combined condition. Declares emergency, effective on passage.

Relating to maternity care.

Requires health benefit plan , coverage ] other than employer-sponsored plan, that covers cost of pregnancy care and childbirth to cover cost of pregnancy care and childbirth for surrogate mothers ] enrollee who is surrogate. Prohibits plan from requiring enrollee to reimburse plan for plan's costs or to assign to plan right to receive surrogacy payment.
