Establishes goals that promote zero-emission vehicle use and requires entities of executive department to promote zero-emission vehicle use. Requires State Department of Energy to assess market for zero-emission vehicles and ] biennially report to Governor and Legislative Assembly certain information related to zero-emission vehicles. Establishes certain requirements for purchases and leases of zero-emission vehicles for state fleet purchases or leases. Authorizes public utilities to submit public benefit proposals to recover in rates no more than $500,000 per year from customers of public utilities costs of installing electric vehicle charging stations. ] Requires agencies owning motor vehicles to provide certain additional information in annual report to Department of Environmental Quality and State Department of Energy. Authorizes school districts to use public purpose charge moneys for school district fleet audits, for purchase or lease of zero-emission vehicles and for purchase or installation of electric vehicle charging stations. .

Renames crime of intimidation as bias crime. Adds gender identity to list of characteristics of victim, perception of which constitutes defendant's motive to commit crime. Removes requirement that bias crime in the first degree be committed by two or more persons. Modifies bias crime statistics reported to Department of State Police by law enforcement agencies. Directs department to report data collected from law enforcement agencies to Oregon Criminal Justice Commission. Directs commission to include gender identity as characteristic of victim constituting aggravating factor when characteristic motivated commission of crime. Directs commission to analyze all bias crime and bias incident data received from Department of State Police, district attorneys and Department of Justice, and to report on analysis annually to Governor, Legislative Assembly, Attorney General, Oregon District Attorneys Association, Department of State Police and Department of Public Safety Standards and Training. Appropriates moneys to commission for purposes of carrying out data analysis ] provisions of Act . Declares emergency, effective on passage.
Declares legislative support for survivors of sexual violence. Pledges to work toward creating an Oregon that is safe for all survivors of sexual violence.
Proposes amendment to Oregon Constitution to permit Legislative Assembly, governing body of city, county, municipality or district, or people through initiative process, to enact enumerated laws or ordinances regulating ] relating to use of moneys in political campaigns within its jurisdiction use of moneys in political campaigns ]. Refers proposed amendment to people for their approval or rejection at next regular general election special election held on same date as next primary election ].
Requires manufacturer of prescription drugs to report to Department of Consumer and Business Services planned ] specified increase in price of certain prescription drugs at least 60 days before date of increase. Provides exceptions.
Modifies ] Reduces length of time of parental desertion or abandonment of child resulting in forfeiture of parent's intestate share of child's estate and ] or parent's interest in property transferred from child to parent by transfer on death deed in parental forfeiture action to one year if person who would benefit from forfeiture is child or sibling of deceased child or three years for all others . Modifies burden of proof in parental forfeiture action to preponderance of evidence if person who would benefit from forfeiture is child or sibling of deceased child . Extends deadline for commencing parental forfeiture action to no later than one year after decedent's date of death if notice to interested persons not published. Prohibits parent or stepparent who abandoned child from receiving damages for wrongful death of child. Declares emergency, effective on passage.
Directs local mental health authority to notify local systems having contact with deceased individual 24 years of age or younger of suspected suicide if local mental health authority received notice of death from third party.
Requires health benefit plans that cover radiation therapy for cancer to cover proton beam therapy on basis no less favorable than other covered benefits. Permits prior authorization or other utilization review.
Prohibits school district, community college district and certain education service district and community college district ] elections from being conducted in manner that impairs ability of members of protected class to have equal opportunity to elect candidates of their choice as result of dilution or abridgment of rights of electors who are members of protected class. Establishes processes to ensure compliance with prohibition. Requires Secretary of State to ensure that forms used to nominate candidates for elected office to board of school district, education service district or community college district ] give candidate option of providing candidate's race and ethnicity.
Prohibits name of Secretary of State, ] county clerk or filing officer from appearing in official capacity on voters' pamphlet, return identification envelope, secrecy envelope or other ballot information provided to electors if secretary, ] county clerk or filing officer is on ballot. Establishes exception to permit name, office and signature of Secretary of State to appear on cover of voters' pamphlet as part of statement stating that pamphlet may be used to assist electors in voting. ] Prohibits name of Secretary of State from appearing in official capacity on return identification envelope, secrecy envelope or other ballot information other than voters' pamphlet that is provided to electors if secretary is on ballot. Permits name of secretary to appear in official capacity in voters' pamphlet.
