Allows an exclusion from the Oregon taxable estate of a surviving spouse for the unused portion of exclusion that applied to the prior deceased spouse of the decedent. Applies to estates of decedents who die on or after January 1, 2026. Takes effect on the 91st day following adjournment sine die.

Makes it unlawful to distribute, sell or allow to be sold an inhalant delivery system that is packaged inconsistent with rules adopted by the Oregon Health Authority that are tailored judiciously to the specific purpose of protecting minors from the negative health effects of unlawfully using inhalant delivery systems. .

] [ Requires the Department of Corrections to study health care staffing by the department. Directs the department to submit findings to the interim committees of the Legislative Assembly related to the judiciary not later than September 15, 2026. ] Requires the Oregon Department of Administrative Services, in consultation with the Department of Corrections and the labor union representing staff employed in health services at the Department of Corrections, to conduct a market study biennially related to the wages and benefits of health services job classifications at the Department of Corrections institutions. Directs the Oregon Department of Administrative Services to submit a report on the results of the study to the interim committees of the Legislative Assembly related to health services, the Department of Corrections and the labor union representing staff employed in health services at the Department of Corrections. Establishes minimum staffing requirements that apply to the Department of Corrections for certain state employees at Department of Corrections institutions. Phases in minimum staffing ratios between certain state employees and the number of adults in custody to which the employees can be assigned at any time. Provides that violation of the minimum staffing requirements constitutes an unfair labor practice.

Prohibits the increased cost or denial of a Medicare supplement insurance policy due to a preexisting condition and establishes open enrollment standards for Medicare supplement policies.

] Requires the Department of Corrections to enter into a contract , or renegotiate an existing contract, with a third party to provide voice communications services at no cost to persons confined at a Department of Corrections institution. Prohibits the receipt of financial or in-kind compensation by the department for providing voice communications services to persons in custody. Directs the department to submit a progress report on the implementation of the Act to the Legislative Assembly by February 1, 2026, and a biennial report on certain data to the Legislative Assembly no later than September 15 of each even-numbered year.

] Requires community colleges to pay part-time faculty [ at the same rate, on a per-hour basis, as ] a certain percentage of the total salary that the community college pays equally experienced full-time faculty [ to prepare for and teach a course ] who teach comparable courses . Appropriates moneys to the Higher Education Coordinating Commission for the purpose of paying for salary equity. Declares an emergency, effective July 1, 2025.

Revises the duties of boards of education of community college districts. Requires the boards to approve a community college's membership in a state or national association. Permits the board to provide stipends to members of the board. Requires the members of the board to have an official electronic mail address that is posted on the website maintained by the community college. Requires the board to include an additional voting member of the board who is a full-time student at the community college. Requires the board to report to the Legislative Assembly on the board's compliance with the Act. Declares an emergency, effective on passage.

Establishes the Food for All Oregonians Program in the Department of Human Services to provide nutrition assistance to [ residents of ] children residing in this state who are six years of age or under and who would qualify for the federal Supplemental Nutrition Assistance Program but for their immigration status. Requires the department to implement the program by January 1, 2027, and conduct statewide outreach, education and engagement to maximize enrollment in the program. Requires the department to convene an advisory group to recommend metrics to evaluate the success of the department in treating all applicants for and recipients of public assistance in a welcoming manner and with respect, courtesy, fairness and dignity. Declares an emergency, effective on passage.

Proposes an amendment to the Oregon Constitution to establish a fundamental right to a clean, safe and healthy environment. Refers the proposed amendment to the people for their approval or rejection at the next regular general election held throughout this state.

Prohibits residential landlords from using certain software to set rents or occupancy rates. Establishes statutory damages available to affected tenants or applicants. Reduces, from 15 to seven years, duration that new dwelling units are exempt from caps on residential rent increases.
