Provides that additional taxes may not be imposed upon disqualification of land from special assessment if land has been acquired by soil and water conservation district or transferred by nonprofit land trust to tax-exempt government transferee. Takes effect on 91st day following adjournment sine die.

Adds consumer advocate as nonvoting member of Higher Education Coordinating Commission. Prohibits commission from exempting private career school from regulation for sole reason that school received accreditation from accrediting agency. Requires institution of higher education to post information about how to file complaint on website. Allows student two years to file complaint against institution. Makes student ineligible to receive or renew state financial aid to attend school whose graduation rate or three-year cohort default rate on federal loans is below specified level. Requires institution of higher education to make graduation rate, cohort default rate on federal student loans and other information publicly available on website of institution. Takes effect on 91st day following adjournment sine die.

Prohibits sale, purchase or use of pesticide chlorpyrifos. Requires State Department of Agriculture to place pesticide products containing neonicotinoid on list of restricted-use pesticides. Amends pesticide product registration fee provision. Reduces maximum fee for certain occupational licenses related to pesticides.

Requires owner or possessor of firearm to secure firearm with trigger or cable lock or in locked container except in specified circumstances. Punishes violation by maximum of $500 fine. If minor obtains unsecured firearm as result of violation, punishes by maximum of $2,000 fine. Provides that person who does not secure firearm as required is strictly liable for injury to person or property within four years after violation. Requires owner or possessor of firearm to secure firearm with trigger or cable lock or in locked container when transferring firearm except in specified circumstances. Punishes violation by maximum of $500 fine. Provides that person who transfers firearm without securing firearm is strictly liable for injury to person or property within four years after violation. Requires person to report loss or theft of firearm within 24 hours of time person knew or should have known of loss or theft. Punishes violation of requirement by maximum of $1,000 fine. Requires person transferring firearm to minor to directly supervise minor's use of firearm unless minor is owner of firearm. Provides that person who does not supervise minor as required is strictly liable for injury to person or property caused by minor's use of firearm. Directs Attorney General to specify by rule minimum specifications for trigger and cable locks and locked containers required by Act. Declares emergency, effective on passage.

Extends sunset for tax credit for crop donation. Increases percentage of wholesale price allowed as amount of credit. Applies to tax years beginning on or after January 1, 2019. Takes effect on 91st day following adjournment sine die.

Requires that , to extent provided in Oregon Liquor Control Commission rules, wine using American viticultural area in this state as appellation of origin or implying American viticultural area as source be produced entirely from grapes grown in that American viticultural area. Creates exception. Authorizes Oregon Liquor Control ] commission to grant variance or temporary exemption for specified cause and to exempt American viticultural areas from requirement ]. Applies to wine labeled on or after January 1, 2023 ] 2030 . Eliminates most variance authority for wines bottled on or after January 1, 2035. Requires commission to appoint advisory committee. Sunsets advisory committee January 2, 2023 ] 2030 . Requires commission to adopt rules establishing penalty schedule for labeling requirement. Requires adoption of initial rules in time to take effect January 1, 2023 ] 2030 . Repeals rule adoption requirement January 2, 2023 ] 2030 . Requires commission to report to interim committee of Legislative Assembly no later than September 15, 2020, regarding advisory committee recommendations and status of commission rule adoption proceedings. Takes effect on 91st day following adjournment sine die.

Repeals provisions relating to use of incremental baseball tax revenues to finance major league stadium.

Authorizes city, county, metropolitan service district or port operating certain commercial airports to adopt ordinance regulating or prohibiting possession of firearms in public buildings by concealed handgun licensees. Authorizes school district, college or university to adopt policy regulating or prohibiting possession of firearms in public buildings by concealed handgun licensees. Punishes possession of firearm in violation of ordinance or policy by maximum of five years' imprisonment, $125,000 fine, or both. Modifies definition of public building, for purposes of crime of possession of weapon in public building, to include certain airport areas, buildings owned or controlled by state or city agency and real property owned by college or university. Punishes violation by maximum of five years' imprisonment, $125,000 fine, or both. Exempts from prohibition person possessing firearm in certain airport areas when firearm is unloaded and in locked container for purposes of transporting firearm as checked baggage.

Prescribes requirements for Oregon Deaf and Hard-of-Hearing ] Hard of Hearing Services Program.

Requires that , to extent provided by Oregon Liquor Control Commission rules, if wine labeled with American viticultural area in Oregon is labeled with single grape variety as type designation, wine must meet specified content requirements. Authorizes Oregon Liquor Control Commission to exempt wine varieties or American viticultural areas from requirement. ] Requires commission to make requirements applicable to wine with labels identifying Willamette Valley viticultural area and American viticultural areas wholly or partly within Willamette Valley viticultural area. Creates exception. Requires commission to classify certain grape varieties as exempt from content requirements. Authorizes commission to exempt additional grape varieties by rule. Prohibits identifying Pinot noir as exempt grape variety. Establishes content requirement for wine from exempt grape varieties. Establishes default content requirement for wines not subject to other content requirements. Applies ] Makes content requirements applicable to wine labeled on or after January 1, 2023. Imposes revised content requirements for wine bottled on or after January 1, 2030. Requires commission to appoint advisory committee. Sunsets advisory committee January 2, 2030 ] 2023 .
