] Directs the Oregon Health Authority to distribute moneys to an entity within the Oregon Health and Science University that advocates for improved maternal and neonatal outcomes. Requires the authority and a coordinated care organization to [ provide reimbursement for services provided by a peer support specialist ] reimburse the costs of covered peer delivered services , regardless of the clinical setting in which services are provided, and for inpatient hospital services provided to specified individuals. Takes effect on the 91st day following adjournment sine die.

Creates the crime of unlawful transport, manufacture or transfer of a rapid fire activator. Punishes by a maximum of 10 years' imprisonment, $250,000 fine, or both. Creates the crime of unlawful possession of a rapid fire activator. Punishes by a maximum of 364 days' imprisonment, $6,250 fine, or both. Specifies exceptions for both crimes. Declares an emergency, effective on passage.

Directs the Oregon Criminal Justice Commission to study the establishment of the Family Preservation Project pilot program at the Coffee Creek Correctional Facility. Directs the commission to submit findings to the interim committees of the Legislative Assembly related to the judiciary not later than September 15, 2026. Sunsets on January 2, 2027.

Includes, for purposes of corporate excise tax, a corporation incorporated in the United States or a foreign country in the determination of unitary relationship among corporations. Establishes the Perinatal, Child and Maternal Health Fund to fund programs to support the health and well-being of parents and young children. Transfers an amount equal to the estimated increase in revenue attributable to the change in tax treatment of multinational taxpayers to the fund. Applies to tax years beginning on or after January 1, 2026. Takes effect on the 91st day following adjournment sine die.

[ Directs the Oregon Health Authority, for contracts entered into between the authority and a coordinated care organization, to establish terms and conditions designed to achieve transformational changes to maternal and infant health. ] Requires the Oregon Health Authority and coordinated care organizations to develop and implement a whole-person maternal health model for medical assistance recipients. Requires coordinated care organizations to partner with Early Learning Hubs and federally qualified health centers in adopting community health improvement plans. [ Directs the authority to require coordinated care organizations to spend a portion of any bonus payment on value-based payments to maternal health or early childhood providers. ] Directs the metrics and scoring subcommittee of the Health Plan Quality Metrics Committee to [ develop health equity milestones for pregnancy and early childhood ] consider the need to prioritize equity-focused health outcome and quality measures relating to pregnancy and early childhood . [ Extends the term of a contract entered into between the authority and a coordinated care organization to 10 years and directs the authority to review a coordinated care organization's performance after the initial five years. ] Takes effect on the 91st day following adjournment sine die.

Appropriates moneys to the Department of Transportation for distribution to the City of Portland for the purpose of designing a bridge across Columbia Boulevard. Directs the city to report to the Joint Committee on Transportation on seeking federal funds for the bridge across Columbia Boulevard. Declares an emergency, effective July 1, 2025.

Appropriates moneys from the General Fund to the Department of Corrections for purpose of funding the advanced esthetics program at the Coffee Creek Correctional Facility. Declares an emergency, effective July 1, 2025.

Limits to 25 the number of legislative measures that a member of the Legislative Assembly may ask the Legislative Counsel to prepare for a regular session of the Legislative Assembly that begins in an odd-numbered year. Limits to 15 the number of legislative measures that a committee of the Legislative Assembly may ask the Legislative Counsel to prepare for a regular session of the Legislative Assembly that begins in an odd-numbered year. Provides exceptions. Limits to 400 the number of legislative measures that the Governor and state agencies under the authority of the Governor may ask the Legislative Counsel to prepare for a regular session of the Legislative Assembly that begins in an odd-numbered year. Provides exceptions. Limits to 25 the number of legislative measures that other statewide elected officials may ask the Legislative Counsel to prepare for a regular session of the Legislative Assembly that begins in an odd-numbered year. Limits to 100 the number of legislative measures that the Judicial Department may ask the Legislative Counsel to prepare for a regular session of the Legislative Assembly that begins in an odd-numbered year.

Directs the Department of Early Learning and Care, upon request of one member of the Legislative Assembly from each major political party, to prepare a child care impact statement for proposed legislation or a state measure. Requires the Secretary of State to print a child care impact statement for a state measure in the voters' pamphlet.

Directs the Department of Human Services to adopt rules to require an agency that hires, trains and supervises direct support professionals using state funds received from the department to implement enhanced staffing ratios under specified circumstances. Requires a residential training home or residential training facility that serves a high-needs resident to provide to the department a staff safety plan that addresses specified issues. Takes effect on the 91st day following adjournment sine die.
