Transfers moneys from the Senior Property Tax Deferral Revolving Account to the Healthy Homes Repair Fund for the purpose of supporting seniors and individuals with disabilities and to the Department of Revenue to increase public knowledge of property tax deferral programs.

] Requires the Legislative Policy and Research Director to conduct a study on statewide attendance initiatives. Directs the Department of Education to convene an advisory committee to review the study and to recommend for adoption by the State Board of Education a policy regarding the improvement of school attendance. [ Requires the department to make available to the public data provided to the department by school districts and public charter schools related to students who are regular attenders and students who are chronically absent. ] [ Directs the department to develop best practices related to student absences and to develop a common coding system for school districts to record and report student absences. ] [ Modifies requirements and allowed uses of grants awarded to school districts to implement a parent notification and early warning system. ] Declares an emergency, effective on passage.

Directs the Alcohol and Drug Policy Commission to develop and implement plans, including a statewide primary prevention strategy, that address the entire youth continuum of care and are designed to prevent the onset of substance use. Requires the commission to report to the Legislative Assembly on the commission's findings and recommendations no later than September 15, 2026. Directs the commission, in collaboration with the Oregon Health and Science University, to provide education and technical assistance to providers of youth substance use disorder treatment and early intervention.

Increases from $20 million to $40 million the minimum amount to be collected from the customers of electric companies for low-income electric bill payment and crisis assistance. Directs the Public Utility Commission to reassess every two years the community level of need for low-income electric bill payment and crisis assistance. Allows the commission to adjust the amount to be collected based on its findings and changes to electricity rates. Requires the commission to report to the Legislative Assembly if the commission increases the amount to be collected by more than 2.5 percent. Increases from $500 to $1,000 per month per customer site the maximum amount that a customer may be required to pay for low-income electric bill payment and crisis assistance.

Changes the name of the Family Sentencing Alternative Pilot Program to the Family Sentencing Alternative Program. Makes the program permanent. Modifies eligibility requirements for the program to include all sentences for which a defendant is eligible for a downward dispositional departure. Declares an emergency, effective on passage.

Limits the kind of port districts that are required to be involved in strategic investment program agreements with respect to eligible projects that are located in the port district's territory. Takes effect on the 91st day following adjournment sine die.

Creates workplace violence prevention requirements for certain health care entities. Excludes the Oregon State Hospital from such requirements. Requires the Department of Consumer and Business Services to prepare and submit a consolidated report of workplace violence incidents. Requires certain health care employers and home care settings to take certain actions to protect workers against risks of violence and other safety-related risks.

] [ Directs the Housing and Community Services Department to establish a program to issue low-interest short-term loans for the construction of mixed income housing. ] Amends the definition of "residential housing" to include certain mixed income housing. Requires the Housing and Community Services Department to adopt rules for long-term financing of residential housing on or before January 1, 2027. Requires the department to report on recommendations for mixed income housing by November 15, 2025, and report on updates to the interim committees of the Legislative Assembly related to housing by September 15, 2026. [ Establishes the Mixed Income Public Development Loan Fund to be continually appropriated to the department for those purposes. ] Reduces limitations on the mixed income housing that housing authorities may finance, develop, own, operate or manage. Takes effect on the 91st day following adjournment sine die.

Establishes a community-based perinatal services access program to increase access to culturally specific and culturally competent community-based services during the perinatal period. Expands coverage in the medical assistance program and under health insurance policies for services provided by doulas, lactation counselors and lactation educators. Directs the Health Licensing Office to adopt rules to regulate the practice of lactation counselors and lactation educators.
