Establishes income tax credit for volunteer firefighters. Applies to tax years beginning on or after January 1, 2023, and before January 1, 2029. Takes effect on 91st day following adjournment sine die.
Modifies provisions relating to peremptory challenges to jurors. Modifies standard for disqualification of judges. Provides that prosecution in criminal case may not move to disqualify judge solely on basis that prosecution cannot have fair and impartial trial or hearing before judge. Provides that justifiable use of physical force in self-defense or in defending third person is affirmative defense when defendant engaged in, directed or otherwise participated in wrongful conduct that was intended to cause victim to be unavailable as witness, and did cause victim to be unavailable.
Requires Department of Human Services to develop plan, with advice from work group, to implement Supplemental Nutrition Assistance Program Restaurant Meals Program in Oregon and report plan to interim committees of Legislative Assembly related to human services no later than September 1, 2022 ] January 31, 2023 . Establishes Racial Equity and Justice Youth Collaborative. Prescribes membership and duties of collaborative. Directs Department of Education to establish work group to establish standards for selection process of members of collaborative. Sunsets work group on August 30, 2023. Takes effect July 1, 2022.
Appropriates moneys to Oregon Business Development Department to develop and implement program to award grants to Oregon cultural organizations in response to negative impact of COVID-19 pandemic on organizations' earned revenue. Declares emergency, effective on passage.
Directs Governor to designate corrections gender-responsive coordinator. Specifies qualifications and duties of coordinator. Directs Department of Corrections to provide coordinator with access to Coffee Creek Correctional Facility to carry out duties. Directs Oregon Department of Administrative Services to contract with organization to conduct assessment of facility in coordination with coordinator. Directs coordinator to create Gender-Responsive Advisory Council. Directs coordinator and council to conduct listening sessions concerning experiences of women and families in criminal justice system. Directs coordinator to provide report to Legislative Assembly during 2025 regular session ] no later than September 1, 2024, that includes summary of assessment, information from listening sessions and policy recommendations. Requires Housing and Community Services Department to administer ] distribute moneys to specified housing authorities for affordable housing preservation rental assistance pilot program ] programs for tenants of housing being withdrawn from publicly supported housing. Increases statutory damages owed to tenant with rental assistance for retaliation against or unlawful ouster of tenant. Requires department to contract with specified housing authorities to administer pilot program. ] Requires department and housing authorities to report on pilot program ] programs to appropriate interim committee of Legislative Assembly before convening of 2023 regular legislative session. Establishes Medical Release Advisory Committee within State Board of Parole and Post-Prison Supervision. Specifies qualifications of members of committee. Establishes procedures by which adults in custody may apply for early medical release from custody and standards by which committee recommends release. Establishes cap on number of applications per month committee may consider until January 1, 2025. Provides for appointment of attorney upon release recommendation. Directs board to accept release recommendation of committee unless person poses danger to another person or public that outweighs compassionate reasons for release. Directs board to refer applicant to sentencing court for sentences requiring court authorization for early medical release. Establishes procedures for sentencing court to consider motion authorizing early medical release and enter supplemental judgment. Directs Department of Corrections to inform adults in custody concerning early medical release process and ensure application forms are available to all adults in custody. Authorizes department to directly refer adults in custody to board ] committee for early medical release. Directs department to refer to committee certain adults in custody with terminal illness. Specifies release process when early medical release is ordered or authorized. Directs committee to annually report data concerning early medical release to committees of Legislative Assembly related to judiciary. Prohibits prosecuting attorney from conditioning plea offer on waiver of early medical release eligibility. Increases maximum number of board members from five to six. Takes effect on 91st day following adjournment sine die.
