Establishes Community Green Infrastructure Fund. Establishes Community Green Infrastructure Task Force. ] Directs State Department of Agriculture to certify certain nurseries as green communities nurseries. Directs State Forestry Department to acquire and maintain urban tree canopy assessment tool. Directs department to develop emerald ash borer assistance program ] and implement program for technical and financial assistance for planning, response and recovery activities related to loss of tree canopy . Declares emergency, effective on passage.

Proposes amendment to Oregon Constitution to require majority of each house of Legislative Assembly to be present to conduct business. Refers proposed amendment to people for their approval or rejection at next regular general election.

Provides that city with population greater than 600,000 may refer ballot measure to electors to form park and recreation district and have entirety of governing body of city serve as entirety of membership of board of district so formed. Requires approval of county in which majority of territory of city lies if ballot measure includes permanent rate limit for operating taxes for district.

Provides that constructing child care facility within project for affordable housing does not subject project for affordable housing to prevailing wage requirements if child care facility meets specified requirements. Provides that prevailing wage requirements do apply to construction of child care facility. Takes effect on 91st day following adjournment sine die.

Requires original equipment manufacturer to make available to owner of consumer electronic equipment or independent repair provider on fair and reasonable terms any documentation, tool, part or other device or implement that original equipment manufacturer makes available to authorized service provider for purpose of diagnosing, maintaining or repairing consumer electronic equipment. Provides that person who suffers ascertainable loss of money or property has right to bring action to seek order requiring compliance with provisions of Act. Takes effect on 91st day following adjournment sine die.

Removes requirement that replacement electronic benefits transfer card for public assistance and nutrition assistance program benefits include name of recipient. Takes effect on 91st day following adjournment sine die.

Directs Oregon Criminal Justice Commission to establish, in collaboration with Department of Corrections, Family Preservation Project pilot program at Coffee Creek Correctional Facility. Provides that program shall be administered by YWCA of Greater Portland. Specifies goals of program and services that may be provided. Requires commission to perform analysis of program and report results of analysis to Legislative Assembly beginning September 15, 2026, and every two years thereafter. Appropriates moneys to Oregon Criminal Justice Commission for distribution to YWCA of Greater Portland for purposes of program. Sunsets program on January 1, 2031. Declares emergency, effective on passage.

Provides immunity from civil and criminal liability to school administrators, teachers or other school employees designated by school administrator who administer naloxone to pupils experiencing opiate overdoses. Specifies conditions under which immunity is available. Declares emergency, effective on passage.

Exempts from drug paraphernalia prohibitions pipes, fentanyl test strips and other harm reduction items. Expands affirmative defense to crime of unlawful possession of a controlled substance to include any person acting in capacity of employee or volunteer of harm reduction intervention program. Repeals prohibition on providing hypodermic devices to minors. Declares emergency, effective on passage.

Directs Environmental Quality Commission to establish and implement indirect source review program. Directs commission to require that owner or operator of indirect source that creates or is likely to create significant air quality concern notify affected residents and businesses. Takes effect on 91st day following adjournment sine die.
