Provides that Attorney General and ] court must presume that resolution agreement that ends dispute over alleged infringement of patent or violation of other protection for protected drug has anticompetitive effects if alleged infringer receives item of value as part of or in connection with resolution agreement or if alleged infringer agrees to limit or stop researching, developing, manufacturing, marketing or selling competing drug. Specifies basis on which party to resolution agreement may overcome presumption. Provides that Attorney General may bring action to recover civil penalty for violations of Act in amount that is equivalent to three times value of item of value that alleged infringer received or $10 million per violation , whichever is greater. Takes effect on 91st day following adjournment sine die. ].

Provides for restoration of retirement credit for member of Oregon Public Service Retirement Plan who forfeited retirement credit due to lack of service at end of 2020. Provides that member forfeits retirement credit on December 31, 2021, if member performs fewer than 600 hours of service in 2021. Declares emergency, effective on passage.

Continuously appropriates moneys from account to board for specified purpose. Enacts Interstate Medical Licensure Compact. Permits Oregon Medical Board to disclose specified information to Interstate Medical Licensure Compact Commission. Exempts individuals practicing medicine in this state under compact from restrictions on use of titles. Allows board to establish account to meet financial obligations imposed on State of Oregon as result of participation in compact. Continuously appropriates moneys from account to board for specified purpose. Declares emergency, effective on passage.
Prohibits candidate or principal campaign committee of candidate from expending campaign moneys for professional services rendered by certain businesses required to be listed on candidate's statement of economic interest. Creates exceptions.

Permits person who will be 17 years old on date of primary election and 18 years old on date of general election to vote at primary election for candidates of major political party with which person is affiliated if major political party has adopted rule to this effect. Appropriates moneys from General Fund to Secretary of State for purpose of printing and counting additional ballots.
