Creates refundable income tax credit for certain child care workers. Provides for child care worker to elect to deposit refund attributable to credit in Oregon Retirement Savings Plan. Prohibits state from paying costs of travel to or from Oregon for employee in state service who telecommutes from principal worksite more than 60 miles outside this state , unless collective bargaining agreement provides otherwise or essential requirements of position make it necessary for employee to telecommute from outside this state .
Instructs State Forestry Department to endeavor to partner with federal agencies to undertake certain activities in federal forests related to fire prevention and request that federal agencies fund portions of activities.
Permits adopted former foster children to have amount of tuition and all fees waived if attending defined institutions of higher education for purposes of pursuing initial undergraduate degree. Defines "adopted former foster child." Permits adopted former foster children previously ineligible for waiver of tuition due to being adopted to be eligible for waiver if adoption occurred on or after January 1, 2012. Declares emergency, effective on passage.

Repeals sunset of Illegal Marijuana Market Enforcement Grant Program. Becomes operative on passage. Authorizes commission to allow certain licensed marijuana retailers to relocate to other premises without obtaining new license. Requires marijuana testing laboratory employee to obtain worker permit from commission. Becomes operative on January 1, 2023. Declares emergency, effective on passage.
