Relating to grants for members of the Oregon National Guard.

Expands higher education tuition grants offered to qualified members of Oregon National Guard by permitting grant to be used for undergraduate degree program at Oregon Health and Science University or qualifying private post-secondary institutions or for program or curriculum designed to lead to certificate of completion at community college, public university, Oregon Health and Science University or qualifying private post-secondary institution .

Relating to removal-fill laws; and declaring an emergency.

Authorizes maintenance activities in dry, traditionally maintained channels to be conducted without removal or fill permit subject to certain conditions. Requires Department of State Lands and State Department of Agriculture to enter memorandum of understanding for State Department of Agriculture to implement and enforce provisions for maintenance of dry, traditionally maintained channels. Authorizes Department of State Lands to enter other memoranda of understanding as necessary to implement or enforce provisions. Requires Department of State Lands to adopt by rule one or more general permits for maintenance activities in traditionally maintained channels during channel conditions where flowing or standing water is present. Directs College of Agricultural Sciences of Oregon State University to conduct study of benefits and impacts of maintenance activities in traditionally maintained channels on habitat complexity and other biological parameters. Requires college to submit results of study to Legislative Assembly, Department of State Lands, State Department of Agriculture and State Department of Fish and Wildlife no later than January 1, 2025. Requires State Department of Agriculture to conduct evaluation based on results of study. Requires State Department of Agriculture, Department of State Lands and State Department of Fish and Wildlife to jointly prepare biennial report on maintenance activities in traditionally maintained channels. Reporting requirement sunsets January 2, 2030. Becomes operative January 1, 2020. Declares emergency, effective on passage.

Relating to agricultural education; and declaring an emergency.

Directs Department of Education to coordinate with Oregon FFA Association to increase student achievement and improve college preparation and career placement for students enrolled in agricultural education courses. Directs department to establish grant program for purpose of funding extended duty contracts to allow school district personnel to manage agricultural science and technology programs of study during summer months. Declares emergency, effective July 1, 2019.

Relating to the commercial take of clams.

Limits actions of persons that take clams for commercial purposes. ] Requires State Department of Fish and Wildlife to limit take of clams for commercial purposes. ] Requires State Department of Fish and Wildlife to annually assess take of clams for commercial purposes in Oregon and produce certain surveys of clam populations every six years. ] Establishes permit fees for resident and nonresident permits to take clams for commercial purposes. ] Requires State Department of Fish and Wildlife to produce survey of bay clam populations in priority areas of Tillamook Bay. Requires department to establish and appoint Tillamook Bay Clam Advisory Committee. Specifies advisory committee duties. Provides time lines for appointment and initial meeting of advisory committee. Requires department to report to interim committee of Legislative Assembly on or before December 31, 2022, regarding advisory committee recommendations.

Relating to forfeiture of parent's share of child's estate; and declaring an emergency.

Modifies ] Reduces length of time of parental desertion or abandonment of child resulting in forfeiture of parent's intestate share of child's estate and ] or parent's interest in property transferred from child to parent by transfer on death deed in parental forfeiture action to one year if person who would benefit from forfeiture is child or sibling of deceased child or three years for all others . Modifies burden of proof in parental forfeiture action to preponderance of evidence if person who would benefit from forfeiture is child or sibling of deceased child . Extends deadline for commencing parental forfeiture action to no later than one year after decedent's date of death if notice to interested persons not published. Prohibits parent or stepparent who abandoned child from receiving damages for wrongful death of child. Declares emergency, effective on passage.

Relating to transient lodging tax collection.

Provides that transient lodging tax becomes due when occupancy of transient lodging with respect to which tax is imposed ends. Provides that transient lodging tax to be remitted with tax return is amount of tax due with respect to all occupancy of transient lodging that ended during reporting period to which return relates. Takes effect on 91st day following adjournment sine die. ].

Relating to reports of death.

Directs Chief Medical Examiner to complete and file report of death for person within 45 days after receiving report from Search and Rescue Coordinator, in conjunction with county sheriff, that person is missing in wilderness and presumed dead. ] Establishes process for completing and filing report of death for person missing in wilderness or forested environment and believed to be deceased.

Relating to transient lodging taxation; and prescribing an effective date.

Provides that exemption from transient lodging taxation for dwelling unit used by members of general public for temporary human occupancy for fewer than 30 days per year does not apply to dwelling unit rented out as transient lodging using platform of any kind provided in any manner by transient lodging intermediary. Takes effect on 91st day following adjournment sine die.

Relating to transportation.

Authorizes governing bodies of cities and counties to jointly form district for purposes of acquisition, design, construction, reconstruction, installation, operation, maintenance and repair of limited-access public highway projects within district boundaries. Specifies powers of district. Provides civil penalty and collection mechanism for failure to pay toll established by limited-access public highway project district on tollway project. Requires county that receives application for limited-access public highway project submitted by limited-access public highway project district to review and approve application subject only to standards for construction of highways as prescribed by Department of Transportation. Prohibits county from denying application based on finding that project is inconsistent with local intergovernmental agreement or law limiting use or development of land designated rural reserve.
