Relating to large energy use facilities; and declaring an emergency.

Directs the Public Utility Commission to provide for a classification of service for large energy use facilities. Requires any tariff schedule adopted for the class to allocate the costs of serving large energy use facilities to the facilities and mitigate the risks to other classes of retail electricity consumers. Defines "large energy use facility." Directs the commission to require an electric company to use a contract when providing electricity service to a large energy use facility. Requires the contract to meet certain requirements and conditions. Directs the commission to report each even-numbered year to the interim committees of the Legislative Assembly related to energy on trends in load requirements and other implications from large energy use facilities. Sunsets January 2, 2035. Declares an emergency, effective on passage.

Relating to firearms; prescribing an effective date.

Prohibits a gun dealer from transferring a firearm or unfinished frame or receiver until 72 hours have elapsed from the time the gun dealer requested a criminal background check, and the gun dealer has received the background check approval number from the Department of State Police. Provides that a gun dealer who has the approval number and allows the required time period to elapse before transfer has immunity from civil liability for use of the transferred firearm or unfinished frame or receiver by the purchaser. Takes effect on the 91st day following sine die.

Requesting the FTC and the NIST to coordinate on a repair score for consumer electronic devices.

Requests that the Federal Trade Commission and the National Institute of Standards and Technology coordinate on and provide to manufacturers of electronic devices voluntary criteria for a one through ten repair score that may be displayed to consumers at the point of sale.
