Provides that registered or certified child care facility is commercial use of property for zoning purposes. Creates income tax credit for lessors of real property leased to certified child care facilities. Creates income tax credit for child care facilities with staff members who earn 18 or more clock hours of training related to child care. Creates income tax credit for child care facilities rated three stars or higher with quality rating and improvement system. Applies to tax years beginning on or after January 1, 2020, and before January 1, 2026. Takes effect on 91st day following adjournment sine die.

Creates crime of misrepresenting an animal as an assistance animal. Makes violation subject to fine not exceeding $1,000.

Requires counties to develop community mental health action plans to identify and address mental health concerns. Not later than January 1, 2021, requires counties to submit community mental health action plans to Oregon Health Authority. Directs authority to submit report to Legislative Assembly. Not later than January 1, 2023, requires counties to submit reports to authority detailing whether county addressed mental health concerns. Directs authority to submit report to Legislative Assembly. Takes effect on 91st day following adjournment sine die.

Requires public schools to make available, at no cost, menstrual products in at least 50 percent of bathrooms at schools with students in any grade from grade 7 through 12. Takes effect July 1, 2020.

Authorizes Oregon Liquor Control Commission to exempt wine varieties or American viticultural areas from requirement. ] Requires commission to make requirements applicable to wine with labels identifying Willamette Valley viticultural area and American viticultural areas wholly or partly within Willamette Valley viticultural area. Creates exception. Requires commission to classify certain grape varieties as exempt from content requirements. Authorizes commission to exempt additional grape varieties by rule. Prohibits identifying Pinot noir as exempt grape variety. Establishes content requirement for wine from exempt grape varieties. Establishes default content requirement for wines not subject to other content requirements. Applies ] Makes content requirements applicable to wine labeled on or after January 1, 2023. Establishes Home Weatherization, Retrofit and Affordability Program for Housing and Community Services Department to provide incentive payments to construction contractors undertaking energy improvement projects on residential structures. Requires contractors to reduce property owners' costs by amount of incentive payments received. Reserves moneys for activities promoting healthy, affordable housing environments. Authorizes department to enter into agreements with other units of state government to operate home weatherization programs. Limits program expenditures. Sunsets program January 2, 2023. Takes effect on 91st day following adjournment sine die.

Establishes Small Donor Elections Program to enable candidates for office of state Representative and state Senator to receive 6-to-1 match on small dollar donations. Limits matching funds. Takes effect on 91st day following adjournment sine die.

Establishes Homeownership Repair and Rehabilitation Program within Housing and Community Services Department to provide grants to entities providing financial assistance to persons in low income households for repair and rehabilitation of residences. Establishes Homeownership ] Home Repair and Rehabilitation Program ] Fund to support program. Requires 50 percent of fund to be administered by community action agency network. Establishes Healthy Homes Program within department to research housing health hazards and to provide revolving funds for organizations addressing housing health hazards. Establishes Healthy Homes Revolving ] Fund to support program. Appropriates moneys from General Fund to department for deposit into both funds. Makes programs operative January 1, 2020. Declares emergency, effective July 1, 2019.
