Requires owner or possessor of firearm to secure firearm with trigger or cable lock or in locked container except in specified circumstances. Punishes violation by maximum of $500 fine. If minor obtains unsecured firearm as result of violation, punishes by maximum of $2,000 fine. Provides that person who does not secure firearm as required is strictly liable for injury to person or property within four years after violation. Punishes violation by maximum of $500 fine. Provides that person who transfers firearm without securing firearm is strictly liable for injury to person or property within four years after violation. Requires person to report loss or theft of firearm within 24 hours of time person knew or should have known of loss or theft. Punishes violation of requirement by maximum of $1,000 fine. Requires person transferring firearm to minor to directly supervise minor's use of firearm unless minor is owner of firearm. Provides that person who does not supervise minor as required is strictly liable for injury to person or property caused by minor's use of firearm. Directs Attorney General to specify by rule minimum specifications for trigger and cable locks and locked containers required by Act. Declares emergency, effective on passage.

Prohibits retail pet store from selling or offering to sell dog, cat or rabbit acquired from source other than animal shelter or rescue organization. Imposes record keeping and signage requirements regarding dogs, cats and rabbits sold or offered for sale by retail pet store. Makes prohibited sale or offer to sell violation punishable by maximum of $500 fine.
Directs Department of Education to distribute grants for purpose of developing and diversifying education workforce for prekindergarten through grade 12. Requires that manufacturer replace, refund cost of or return to consumer aftermarket items installed in or on motor vehicle that manufacturer cannot conform to manufacturer's express warranty. Revises formula for calculating reasonable use allowance for motor vehicle. Allows, rather than compels, consumer to participate in informal dispute resolution with manufacturer.
Increases threshold under which school district may receive additional State School Fund moneys for student eligible for special education. Increases amount transferred each year to High Cost Disabilities Account. Declares emergency, effective July 1, 2019.

Applies to wine labeled on or after January 1, 2023 ] 2030 . Eliminates most variance authority for wines bottled on or after January 1, 2035. Requires commission to appoint advisory committee. Sunsets advisory committee January 2, 2023 ] 2030 . Requires commission to adopt rules establishing penalty schedule for labeling requirement. Requires adoption of initial rules in time to take effect January 1, 2023 ] 2030 . Repeals rule adoption requirement January 2, 2023 ] 2030 . Requires commission to report to interim committee of Legislative Assembly no later than September 15, 2020, regarding advisory committee recommendations and status of commission rule adoption proceedings. Takes effect on 91st day following adjournment sine die.
Prohibits full-service restaurant from providing single-use plastic straw to consumer unless consumer requests single-use plastic straw. Establishes that Oregon Health Authority or local public health authority shall enforce prohibition in course of inspecting full-service restaurant and impose civil penalty of not more than $25 per day after second violation. Caps total civil penalty at $300 per full-service restaurant during one calendar year.
