Directs professional licensing boards to develop pathways to licensure, certification or other authorization to practice occupation or profession for specified persons. ] study manner in which persons who are immigrants or refugees become authorized to practice occupation or profession. Directs boards to reduce barriers to authorization to practice for immigrants or refugees. Requires boards to report to Legislative Assembly not later than November 30, 2019. Declares emergency, effective on passage.

Provides that labor organization's charging certain employees reasonable fees and costs for representation that is unrelated to negotiation of collective bargaining agreement is not unfair labor practice. Makes conforming changes. Declares emergency, effective on passage.

Prohibits court from inquiring into defendant's immigration status or requiring defendant to disclose defendant's immigration status at time of plea or at any other time during criminal proceeding. Requires court to allow defendant, upon request, additional time for plea decision after informing defendant about possible adverse immigration consequences of plea. Authorizes counties to establish safety corridors and directs counties to post signs in selected safety corridors. ] Directs Department of Transportation to establish county safety corridor program. Directs Department of Corrections, in cooperation with Oregon Criminal Justice Commission, to establish pilot program to provide legal services that assist women who are incarcerated at Coffee Creek Correctional Facility to reenter and reintegrate into local communities, to reduce womens' vulnerability to domestic violence and to obtain employment, housing services and other benefits. Sunsets December 31, 2021. Prohibits retail establishments from providing single-use checkout bags to customers, except in certain cases. Prohibits restaurants from providing single-use checkout bags to customers. Requires retail establishments to charge not less than five cents each for recycled paper checkout bags, reusable fabric checkout bags or reusable plastic checkout bags provided to customers, except in certain circumstances. Requires restaurants to charge not less than five cents each for reusable plastic checkout bags provided to customers, except in certain cases. Establishes certain preemptive restrictions on local governments. Requires Department of Environmental Quality to report on certain impacts. Punishes violations by maximum fine of $250 per violation. Repeals statute requiring retail establishments that offer plastic bags to customers to also offer paper bags.

Appropriates moneys from General Fund to Department of Education for Title IX enforcement and compliance, sexual harassment prevention and gender discrimination prevention. Declares emergency, effective July 1, 2019.

Clarifies meaning of "because of age" in employment discrimination law. Designates as unlawful employment practice for employer to seek age of applicant prior to making conditional offer of employment and to include certain words or phrases in job application that suggest or imply age preferences. Permits employer to observe terms of bona fide seniority system that does not require employee to retire at certain age. Allows person to bring civil action alleging certain types of employment discrimination under disparate impact or disparate treatment theory of proof. Requires additional award of liquidated damages to prevailing plaintiff in civil action alleging age discrimination.

Requires Higher Education Coordinating Commission to design question allowing each student to identify whether student is parent or person acting as parent or legal guardian that will be placed on all forms used ] one or more forms used on annual basis to collect demographic information by public post-secondary institutions of education. Requires each public post-secondary institution of education to make data available to commission. Requires commission to establish format and time frame for collection and reporting of demographic data, to evaluate public post-secondary institution of education compliance with collecting and providing data and to report to each regular session of Legislative Assembly on status of collecting and providing data.

Establishes Task Force on Health Care Access to study and report on how to establish primary care trust model. Sunsets task force January 2, 2021. Takes effect on 91st day following adjournment sine die.
