Directs Office of Emergency Management to establish and administer voluntary Oregon outdoor recreation search and rescue card program. ] Establishes Oregon Search and Rescue Fund. Continuously appropriates moneys in fund to office to reimburse county sheriffs for search and rescue activities and to administer and support county search and rescue grant program. ] Directs office to establish county search and rescue grant program to distribute moneys to counties for equipment, training and educational outreach. ] Permits Office of Emergency Management to enter into agreement with nonprofit organization representing sheriffs under which organization is authorized to administer program to produce and sell outdoor recreation search and rescue cards. Establishes requirements for agreement. Provides that organization may use revenues from program only to reimburse administrative costs and expenses, to reimburse county sheriffs' offices for certain costs relating to search and rescue and to issue grants for search and rescue purposes. Modifies procedure for expunction of certain juvenile records. Directs juvenile department to initiate statutory expunction process for juvenile records relating to contact that did not result in referral to juvenile court. Directs juvenile department to apply for expunction of juvenile records if juvenile had contact with juvenile department but was never found to be under jurisdiction of juvenile court. Changes punishment for releasing all or part of expunged record from misdemeanor to violation punishable by maximum of $2,000 fine. Modifies process for access to counsel for persons seeking to file application for expunction of juvenile records. Directs Oregon Youth Authority, in collaboration with county juvenile departments and Judicial Department, to submit report and recommendations for legislation regarding juvenile expunction process to interim committees of Legislative Assembly relating to juveniles. Appropriates moneys from General Fund to Oregon Youth Authority to distribute to juvenile departments for certain expunction activities. ] Takes effect on 91st day following adjournment sine die.
Requires statement of economic interest to include certain information about sources of income for business in which public official or candidate, or member of household of public official or candidate, is officer , or ] holds directorship or does business under if source of income has legislative or administrative interest and 10 percent or more of total gross annual income of business comes from that source of income. Prohibits candidate or principal campaign committee of candidate from expending campaign moneys for professional services rendered by certain businesses required to be listed on candidate's statement of economic interest. Creates exceptions.
Establishes State Board of Towing within Department of Transportation. Authorizes board to order department to deny, suspend, revoke or refuse to renew towing business certificate or letter of appointment to participate on rotational list of towing businesses for certain violations. Authorizes board to impose civil penalties for certain violations. Becomes operative January 1, 2021. Increases limitation on expenditures by department for certain expenses. Limits biennial expenditures of Long Term Care Ombudsman of certain moneys for purpose of providing public guardian and conservator services to veterans. Requires Oregon Health Authority to administer and collect data from student health surveys. Requires authority to consult with Department of Education to convene student health survey planning committee, to engage adolescents in creating and revising surveys and interpreting survey data and to use survey data to assess implementation of laws and rules related to students' health, safety and well-being. Modifies definition of "adolescent" for purposes of surveys. Requires authority to provide process to inform adolescents and their parents or guardians that participation in survey is voluntary, to develop plan to distribute survey data and to biennially report on surveys to interim committee related to education. Declares emergency, effective on passage.
Makes unlawful practice for place of public accommodation to refuse to accept United States coins or currency as payment for goods and services. Creates limited exceptions. Allows person to file complaint with Commissioner of Bureau of Labor and Industries alleging unlawful practice against operator or person acting on behalf of place of public accommodation. Becomes operative on July 1, 2021. Allows person to bring civil action alleging unlawful practice against operator or person acting on behalf of place of public accommodation. Becomes operative on January 1, 2022. ] Limits authority of school district to become member of voluntary organization that administers interscholastic activities unless organization implements policy that prohibits discrimination based on race, color or national origin. Clarifies meaning of race to include natural hair, hair texture, hair type and protective hairstyles for purposes of prohibited discrimination under antidiscrimination statutes. Clarifies that valid dress code or policy may not have disproportionate adverse impact on members of protected class.
Establishes Task Force on Student Success for Underrepresented Students in Higher Education. Directs task force to develop student success policy proposals focusing on increasing likelihood of student success in higher education for students from populations that are underrepresented in higher education enrollment. Sunsets task force on December 31, 2021. Declares emergency, effective on passage.
Directs Oregon Criminal Justice Commission to establish, in collaboration with Department of Corrections, Family Preservation Project pilot program at Coffee Creek Correctional Facility. Provides that program shall be administered by YWCA of Greater Portland. Specifies goals of program and services that may be provided. Requires commission to perform analysis of program and report results of analysis to Legislative Assembly beginning September 15, 2022, and every two years thereafter. Appropriates moneys to Oregon Criminal Justice Commission for distribution to YWCA of Greater Portland for purposes of program. Sunsets program on January 1, 2027. Declares emergency, effective on passage.
Directs school districts to provide age-appropriate instruction in oral health as part of health education curriculum. Directs Oregon Health Authority to establish and maintain Community Dental Health Coordinator Pilot Program to support school-based oral health programs. Establishes Community Dental Health Coordinator Pilot Program Fund. Requires authority to seek funding for pilot program. Becomes operative on January 1, 2022, if fund balance is at least $200,000 on January 1, 2022. Requires Oregon Health Authority to accept claims for reimbursement of costs related to care coordination surrounding school-based oral health services. Sunsets program and fund on June 30, 2025. Declares emergency, effective on passage.
