Digest: The Act would change the tax credit for semiconductor research. The Act would set up and change some tax breaks for advanced manufacturing, enterprise zones and regionally significant industrial sites. The Act would direct certain state agencies to set up deadlines to process applications for permits and to make the deadlines public. The Act would make those agencies, no later than 60 days after the date on which the Act becomes law, publish a list of the permits that they issue. Modifies the tax credit allowed for semiconductor research. Creates and amends certain programs offering tax breaks related to advanced manufacturing, enterprise zones and regionally significant industrial sites. Directs certain state agencies to establish deadlines within which the agency intends to process applications for permits and make the deadlines available to the public. Directs certain state agencies to publish a catalog of permits issued by the agency within 60 days after the effective date of the Act. Adds rural reserves in Washington County to Metro to be used for high-technology and advanced manufacturing purposes. Takes effect on the 91st day following adjournment sine die.

Proposes an amendment to the Oregon Constitution to require that primary election ballots must contain the names of all candidates of any political party affiliation for specified offices. Provides that a registered elector in this state may not be denied the right to vote in any primary election in this state solely because that elector is registered as unaffiliated with any political party. Permits a political party to decline to participate in a primary election, subject to certain requirements. Designates a minor political party. Refers the proposed amendment to the people for their approval or rejection at the next regular general election.

[ Establishes the commission's purpose to serve as a central resource to monitor the use of artificial intelligence technologies and systems in this state and report on long-term policy implications. ] Directs the commission to identify and report on long-term policy implications in the use of artificial intelligence technologies by the state. Directs the commission to [ provide ] submit an annual report to the Legislative Assembly. Allows the commission to make recommendations for legislation, regulations or policy to the Legislative Assembly. Directs the Oregon Department of Administrative Services to hire [ a Chief Artificial Intelligence Officer to assist the commission in carrying out the commission's duties. ] an individual responsible for developing the state's strategic vision related to privacy, data protection and artificial intelligence. Allows the department to charge a state [ or local agency or public body ] agency, officer, board or commission for [ the commission's ] services provided by the department or the Senator Aaron Woods Commission on Artificial Intelligence .
Establishes immunity from action for trespass for persons that corner cross on public land. Establishes immunity for landowner for damages due to negligence or gross negligence arising out of corner crossing. Excludes lawful corner crossing from the definition of "enter or remain unlawfully" for purposes of criminal trespass laws. Declares an emergency, effective on passage.
Creates the crime of aggravated felon in possession of a firearm when a person who has been convicted of a felony possesses three or more firearms or has certain prior convictions. Punishes by a maximum of 10 years' imprisonment, $250,000 fine, or both.
Directs the State Department of Energy, subject to the availability of funding, to conduct a study on nuclear energy, including advanced nuclear reactors. Directs the department to engage with tribal governments, consult with certain [ state agencies and ] organizations and utilize moneys from federal, private and other public sources to carry out the study. Requires the department to report and make public information on the sources of moneys or assistance and amounts of moneys that the department receives to carry out this Act, anticipated uses of those moneys or assistance and any potential conflicts of interest. Directs the department to submit the report to the interim committees or committees of the Legislative Assembly related to energy not later than one year after the date the department receives the moneys or assistance necessary to complete the study. Directs the department to provide an update on the department's progress in carrying out this Act to the interim committees or committees of the Legislative Assembly related to energy not later than February 15, 2027. Establishes the Nuclear Energy Study Fund. Sunsets January 2, [ 2028 ] 2030 . Declares an emergency, effective on passage.

Provides exceptions. Limits to 15 the number of legislative measures that other statewide elected officials and the Judicial Department may each ask the Legislative Counsel to prepare for a regular session of the Legislative Assembly that begins in an odd-numbered year. Authorizes the Senate Rules Committee or the House Rules Committee to ask the Legislative Counsel to prepare additional measures on behalf of requesters. Authorizes the measure's requester to ask the Legislative Counsel to prepare an additional measure when the first legislative chamber passes or adopts a measure. Applies to requests for legislative measures made for the 2027 regular session and subsequent odd-numbered year regular sessions. Declares an emergency, effective on passage.
Permits a person who will be 17 years of age on the date of a primary election and 18 years of age on the date of the general election to vote at the primary election for candidates of a major political party with which the person is affiliated. Appropriates moneys from the General Fund to the Secretary of State for the purpose of printing and counting additional ballots.
