Sen. Janeen Sollman

Prohibits member of Legislative Assembly who is absent and unexcused when Legislative Assembly is in session from receiving salary, per diem or expense reimbursement, and imposes fine of $500 per day of unexcused absence. Prohibits political contributions from being used to pay fines or legal fees, replace salary or defray expenses.

Requires statement of economic interest to include certain information about sources of income for business in which public official or candidate, or member of household of public official or candidate, is officer, holds directorship or does business under if source of income has legislative or administrative interest and 10 percent or more of total gross annual income of business comes from that source of income.

Revises provisions relating to chemicals in children's products. Becomes operative January 1, 2022. Takes effect on 91st day following adjournment sine die.

Prohibits sale of products that make deceptive or misleading claims about recyclability. Directs Environmental Quality Commission to adopt rules for products that make claims about recyclability. Permits Department of Environmental Quality or any other person to bring action enforcing prohibition on sale of deceptive or misleading products. Imposes civil penalty of up to $25,000 per day of violation of prohibition. Applies to products sold on or after January 1, 2023. Takes effect on 91st day after adjournment sine die.

Prohibits certain financial institutions from charging fee to customer for cashing check drawn on account at financial institution, if check is presented in Oregon.

Establishes Small Donor Elections Program to enable candidates for office of state Representative and state Senator to receive 6-to-1 match on small dollar donations. Limits matching funds. Takes effect on 91st day following adjournment sine die.

Establishes universal representation program in Oregon Department of Administrative Services. Directs department to contract with nonprofit organization to serve as fiscal agent to award grants to organizations providing services related to universal representation of persons in immigration matters. ] Appropriates moneys to department to implement program. ] Provides for nonprofit organization that addresses and executes worker relief to serve as fiscal agent to award grants to organizations to provide services related to immigration matters through universal representation program. Requires fiscal agent to report annually to appropriate committee or interim committee of Legislative Assembly, Oregon Department of Administrative Services and Legislative Fiscal Office. Directs Chief Justice of Supreme Court to transfer funds to Oregon State Bar for use by Legal Services Program to provide legal services to individuals on immigration matters and related matters. Establishes Universal Representation Fund in State Treasury. Appropriates moneys to department for purposes of deposit in fund. Appropriates moneys to Judicial Department for purposes of transfer to Oregon State Bar. Declares emergency, effective on passage.

Requires board of directors of publicly traded corporation to have specified proportion of female directors and directors who are members of underrepresented communities. Punishes violation of requirement with civil penalty of at least $100,000 ] $10,000 . Takes effect on 91st day following adjournment sine die.

Establishes ranked choice voting as voting method for selecting winner of nomination for and election to nonpartisan state offices and county and city offices except where home rule charter applies. Establishes ranked choice voting as voting method for selecting winner of nomination by major political parties for federal and state partisan offices.

Prohibits person who has previously been expelled from Legislative Assembly from being appointed to fill vacancy in office of state Senator or state Representative. Declares emergency, effective on passage.
