Removes requirement that amount of net proceeds from Oregon State Lottery allocated to County Fair Account not exceed $1.53 million annually. Allocates eight-tenths of one percent of net proceeds from lottery to County Fair Account and two-tenths of one percent of net proceeds from lottery to Horse Racing Account. Requires Oregon Business Development Department to prepare and report master plan for county fairground capital construction. Specifies content and procedural requirements for report. Appropriates moneys to department out of General Fund for consultant services related to report. Establishes Horse Racing Account separate and distinct from General Fund. Declares emergency, effective on passage.

Requires elections for directors of school district boards to be held each year. Directs district school boards to develop plan to ensure that majority of members are not elected at any one regular district election. Allows district school board to decrease number of board members from seven members to five members under certain circumstances. Modifies process for appointing successor in case of vacancy.
Prohibits sale of new clothes washers unless washers are equipped with built-in or in-line microfiber filtration system. Prohibition becomes operative January 1, 2026.
Directs Oregon State University Extension Service to collaborate with Department of Education for purpose of identifying and collecting student data relevant for maintenance of outdoor school programs.
Directs Oregon Investment Council to develop, publish and implement policy to incorporate human rights analyses into investment decisions. Directs officers and employees of council and State Treasurer to consider results of human rights analyses when making investment decisions. Requires State Treasurer to publish annual list of privately placed investments and private assets held in Public Employees Retirement Fund.

Directs State Court Administrator to develop judicial training program focusing on domestic violence and child abuse in family law cases. Directs Chief Justice of Supreme Court to adopt rules requiring specified judges, court staff and court-appointed professionals to attend trainings. Directs Chief Justice of Supreme Court by rule to prescribe minimum experience requirements for expert witnesses who may testify in specified family court proceedings regarding abuse and trauma. Prohibits court in child custody proceeding from ordering certain removals, reunification treatments or other actions to improve relationship of child with one parent over other parent. Takes effect on 91st day following adjournment sine die.
Authorizes State Fish and Wildlife Commission to establish by rule requirements or prohibitions concerning angling, taking, hunting, trapping or possessing of wildlife defined as predatory animal.
