Requires that institutions of higher education report allegations of sexual assault to law enforcement agency.
Requires insurers offering health benefit plans to report specified information to Department of Consumer and Business Services regarding requests for prior authorization. Creates new requirements and modifies existing requirements applicable to utilization review by insurers offering health benefit plans. Creates new requirements applicable to step therapy requirements imposed by entities providing health insurance, medical services contracts or health care service contracts, multiple employer welfare arrangements and pharmacy benefit managers. Exempts from certain new or modified requirements health benefit plans offered to public employees by Public Employees' Benefit Board and Oregon Educators Benefit Board.
Prohibits certain use of face recognition technology by state agencies. Requires state agencies to report on use of face recognition technology to office of State Chief Information Officer no later than 90 days after effective date of Act. Requires State Chief Information Officer to study adoption of comprehensive framework for addressing appropriate use or prohibition of surveillance technology and provide information in report to interim Joint Legislative Committee on Information Management and Technology no later than September 15, 2023.
Urges Congress to enact legislation granting statehood to Washington, D.C.
Establishes product stewardship program for mattresses. Establishes Mattress Stewardship Fund. Establishes mattress stewardship program advisory committee. Requires stewardship organizations to submit plans for mattress stewardship programs to Department of Environmental Quality. Imposes civil penalties for violation of program provisions not to exceed, per day for each day of violation, $100 for violation by retailer, $1,000 for violation by producer or renovator and $1,000 for violation by stewardship organization. Becomes operative January 1, 2022. Takes effect on 91st day following adjournment sine die.
Directs Tri-Met to study feasibility of extending light rail system westward to cities of Cornelius and Forest Grove.
Appropriates moneys from General Fund to Department of Human Services to award grants to refugee resettlement agencies to provide specified services to refugees. Declares emergency, effective July 1, 2021.
Prohibits use of gillnets and tangle nets for fishing. Excludes Indian fishing rights from prohibition. Establishes gillnet transition program and Gillnet Transition Fund to help offset harm to permit holders resulting from prohibition on gillnets and tangle nets for fishing. Takes effect on 91st day following adjournment sine die.
Provides that maximum loading weight of motorboat must be less than 4,000 ] 5,000 pounds to obtain towed watersports motorboat certificate. Authorizes State Marine Board to conduct study related to increasing or decreasing prescribed maximum loading weight. Provides that person shall carry towed watersports endorsement if engaged in any towed watersports within Newberg Pool Congested Zone. Modifies definitions of "Newberg Pool Congested Zone," "towed watersports" and "wake surfing." Prohibits person from wake surfing or using devices or individuals to increase wakes in Newberg Pool Congested Zone. Takes effect on 91st day following adjournment sine die.
Directs Department of Human Services to study and make recommendations on provisions of state law relating to adoption of Indian children. Requires department to submit report on findings to interim committee of Legislative Assembly by January 1, 2023. ] Incorporates certain provisions of federal Indian Child Welfare Act into Oregon laws relating to youth offenders adjudicated for status offenses and to voluntary adoptions. Enhances state protections for Indian children in certain situations. Authorizes juvenile court to approve tribal customary adoption as permanency option for wards who are Indian children. Modifies court process to determine whether there is reason to know child is Indian child. Makes technical corrections to child welfare laws involving Indian children. Takes effect on 91st day following adjournment sine die.
