Establishes temporary limitations on lenders being able to enforce default remedies on obligations secured by mortgages, trust deeds, land sale contracts or other instruments. Provides for certain exemptions. Requires lenders to defer payments if lender and borrower do not otherwise agree on loan mitigation, deferral or other foreclosure avoidance measure and permits borrower to pay deferred amounts at end of loan term. Provides that lender may adjust escrow impound payment and take into account deficiencies or shortages that result from deferring borrower's payments. Requires borrower to provide notice to lenders if borrower cannot make periodic installment payment. Specifies notice requirements for residential and commercial borrowers. Prohibits lenders from collecting various fees, penalties and charges during emergency period and from undertaking specified practices. Requires courts to dismiss foreclosure proceedings brought during emergency period without prejudice. Permits borrower that suffers ascertainable loss of money or property because lender took prohibited action to bring action for actual damages. Requires lender to provide written notice to borrower of borrower's rights for accommodation under Act. Declares emergency, effective on passage.

Establishes Task Force on Age Discrimination. Directs task force to identify and evaluate impacts of age discrimination in workplace and report to interim committees relating to business and labor. Sunsets December 31, 2021. Declares emergency, effective on passage.
Authorizes city, county, metropolitan service district, school district, college or university to adopt ordinance or policy limiting or precluding affirmative defense for possession of firearms in public buildings by concealed handgun licensees. Modifies definition of "public building" for purposes of crime of unlawful possession of weapon in public building. Punishes violation by maximum of five years' imprisonment, $125,000 fine, or both.
Permits students participating in intercollegiate sports to earn compensation for certain services ] coaching and for use of name, image or likeness and to retain professional representation or athlete agent. Prohibits student from entering contract for use of name, image or likeness that conflicts with team rules or contract between post-secondary institution of education and third party, except that team rules and contract between post-secondary institution of education and third party may not prevent student from earning compensation for use of name, image or likeness when not engaged in official team activities. Takes effect January 1, 2023.

Modifies protective proceedings to permit vulnerable youth guardianships for adults between 18 and 21 years of age who are not citizens or lawful permanent residents of United States ] eligible for special immigrant status and who are unable to be reunified with parent due to abuse, neglect or abandonment that occurred before adult attained 18 years of age. Creates exceptions to certain protective proceeding procedural requirements in vulnerable youth guardianships. Exempts vulnerable youth guardianships from court fees. Takes effect on 91st day following adjournment sine die.
Provides, for purposes of ad valorem property taxation, frozen assessed value for homestead of individual at least 68 years old, or person with disability, if homestead and individual would be eligible for homestead property tax deferral program but for fact that homestead is pledged as security for reverse mortgage. Provides that frozen assessed value equals assessed value of homestead for property tax year immediately preceding first property tax year to which valid claim relates. Provides for unfreezing of assessed value if new property or new improvements are added to tax account of homestead. ] Provides that, after occurrence of certain circumstances, assessed value shall be what it would have been if homestead had never been granted frozen assessed value ] homestead shall be assessed and taxed as other property similarly situated is assessed and taxed . Sunsets program after six years. Grandfathers homesteads granted frozen assessed value before sunset. Takes effect on 91st day following adjournment sine die.
Establishes State Board of Towing within Department of Transportation. Authorizes board to order department to deny, suspend, revoke or refuse to renew towing business certificate or letter of appointment to participate on rotational list of towing businesses for certain violations. Authorizes board to impose civil penalties for certain violations. Becomes operative January 1, 2021. Increases limitation on expenditures by department for certain expenses. Declares emergency, effective on passage.
Establishes subject-matter credit requirements that students must satisfy in order to receive high school diploma. Removes authority of State Board of Education to establish requirements, including Essential Learning Skills, that students must satisfy in order to receive high school diploma. ] Directs board to develop recommendations for school district or public charter school to establish requirements for student to satisfy in order for student to receive high school diploma. Directs board to develop recommendations for process for school district or public charter school to award high school diploma to person who was previously ineligible solely due to failure to satisfy certain requirements that are no longer required for high school diploma. ] Applies to high school diplomas awarded on or after July 1, 2021. ] Establishes Task Force on High School Diploma Requirements. Prescribes membership and duties of task force. Declares emergency, effective on passage.
