Relating to higher education tuition; declaring an emergency.

Provides that student who legally entered United States under Compact of Free Association treaty between United States and Republic of Palau, Republic of the Marshall Islands or Federated States of Micronesia and who has not previously established residence in any state or territory of United States other than Oregon qualifies for exemption from nonresident tuition and fees at public universities and is eligible to receive state and university scholarships or other financial aid. Provides that student who is refugee or special immigrant visa holder and who has not previously established residence in any state or territory of United States other than Oregon qualifies for exemption from nonresident tuition and fees at public universities and is eligible to receive state and university scholarships or other financial aid. Directs Higher Education Coordinating Commission to provide mission differentiation funding if specified enrollment threshold is met. Declares emergency, effective on passage.

Relating to firearm safety requirements; declaring an emergency.

Requires owner or possessor of firearm to secure firearm with trigger or cable lock, in locked container or in gun room except in specified circumstances. Punishes violation by maximum of $500 fine. If minor obtains unsecured firearm as result of violation, punishes by maximum of $2,000 fine. Provides that person who does not secure firearm as required is strictly liable for injury to person or property within two years after violation. Specifies exceptions to liability. Requires owner or possessor of firearm to secure firearm with trigger or cable lock or in locked container when transferring firearm under circumstances requiring criminal background check, except in specified circumstances. Punishes violation by maximum of $500 fine. Provides that person who transfers firearm without securing firearm is strictly liable for injury to person or property within two years after violation. Specifies exceptions to liability. Requires person to report loss or theft of firearm within 72 hours of time person knew or reasonably should have known of loss or theft. Punishes violation of requirement by maximum of $1,000 fine. Requires person transferring firearm to minor to directly supervise minor's use of firearm. Provides that person who does not supervise minor as required is strictly liable for injury to person or property caused by minor's use of firearm. Authorizes person to transfer supervisory duty and liability to another person. Specifies exceptions to supervision requirement and liability. Directs Oregon Health Authority to specify by rule minimum specifications for trigger and cable locks and locked containers required by Act. Declares emergency, effective on passage.

Relating to indirect sources of air pollution; prescribing an effective date.

Directs Environmental Quality Commission to establish and implement indirect source review program. Directs commission to require indirect sources that create or are likely to create significant air quality concerns to notify affected residents and businesses. ] Directs Department of Environmental Quality to study approaches to reducing diesel engine emissions attributable to indirect sources of air contamination and submit report to interim committees of Legislative Assembly related to environment no later than September 15, 2022. Sunsets January 2, 2023. Takes effect on 91st day following adjournment sine die.

Relating to veterans; prescribing an effective date.

Appropriates moneys from General Fund to Long Term Care Ombudsman for purpose of providing public guardian and conservator services to veterans. Allocates lottery moneys from Veterans' Services Fund to Long Term Care Ombudsman for purpose of providing public guardian and conservator services to veterans. Limits biennial expenditures of Long Term Care Ombudsman of certain moneys for purpose of providing public guardian and conservator services to veterans. Takes effect on 91st day following adjournment sine die.

Relating to court programs for veterans; declaring an emergency.

Directs each judicial district to ensure veterans who are criminal defendants have access to veterans' court programs. Authorizes court to grant motion dismissing charges after completion of veterans' court program when in interests of justice. ] Directs Judicial Department to establish centralized veterans treatment court that counties may opt into beginning July 1, 2023. Directs department to report to interim committees of Legislative Assembly related to judiciary concerning obstacles to and authorizations and fiscal costs necessary for operation of court. Declares emergency, effective on passage.
