Relating to statewide education plans; declaring an emergency.

Directs Department of Education to develop and implement statewide education plan for students who are Native Hawaiian or Pacific Islander. Requires all statewide education plans to include strategies that provide for alignment with other statewide education plans. Directs Department of Education to evaluate and revise processes for collection of racial and ethnic data for purpose of developing and implementing statewide education plans. Declares emergency, effective March 9, 2022.

Relating to women in custody; declaring an emergency.

Directs Governor to designate corrections gender-responsive coordinator. Specifies qualifications and duties of coordinator. Directs Department of Corrections to provide coordinator with access to Coffee Creek Correctional Facility to carry out duties. Directs Oregon Department of Administrative Services to contract with organization to conduct assessment of facility in coordination with coordinator. Directs coordinator to create Gender-Responsive Advisory Council. Directs coordinator and council to conduct listening sessions concerning experiences of women and families in criminal justice system. Directs coordinator to provide report to Legislative Assembly during 2025 regular session ] no later than September 1, 2024, that includes summary of assessment, information from listening sessions and policy recommendations. Relating to victim access to records; declaring an emergency.

Establishes procedures by which certain crime or abuse victims and other authorized persons may request and receive copies of law enforcement agency records concerning case. ] Establishes Task Force on Victim Access to Police Records. Directs task force to develop recommendations for legislation to ensure victims of crime, abuse, neglect or other potentially criminal conduct can access from law enforcement entities records related to crime, abuse, neglect or potentially criminal conduct perpetrated against them. Requires task force to submit report to interim committees of Legislative Assembly related to law enforcement no later than November 1, 2022. Sunsets task force on June 30, 2023. Declares emergency, effective on passage.

Relating to housing rental assistances; declaring an emergency.

Requires Housing and Community Services Department to administer ] distribute moneys to specified housing authorities for affordable housing preservation rental assistance pilot program ] programs for tenants of housing being withdrawn from publicly supported housing. Increases statutory damages owed to tenant with rental assistance for retaliation against or unlawful ouster of tenant. Requires department to contract with specified housing authorities to administer pilot program. ] Requires department and housing authorities to report on pilot program ] programs to appropriate interim committee of Legislative Assembly before convening of 2023 regular legislative session. Appropriates moneys to Housing and Community Services Department for pilot program ] programs . Sunsets January 2, 2024. Declares emergency, effective on passage.

Relating to data collected by the Department of Revenue; prescribing an effective date.

Directs Department of Revenue to develop schedule allowing personal income taxpayers to voluntarily report taxpayers' self-identified race and ethnicity identifiers. Requires restricted access to collected data. Prohibits access to data by department collection and audit staff or by Internal Revenue Service. Prohibits commercial ] use of data by tax practitioners and tax preparation software vendors for purposes other than preparing and filing of returns . Directs department to report annually, beginning in 2023, on development and implementation of data collection schedule to appropriate committee or interim committee of Legislative Assembly related to information management and technology. Sunsets reporting requirement on January 2, 2028. Takes effect on 91st day following adjournment sine die.

Relating to naloxone; prescribing an effective date.

Requires pharmacist who dispenses opioid prescription to offer prescription for naloxone, or similar drug, and information about naloxone under specified circumstances. Creates exceptions to requirement to offer prescription for naloxone or similar drug. Allows pharmacy, health care professional or pharmacist to distribute and administer drug similar to naloxone. Allows certain persons to administer, to individual experiencing opioid overdose, drug similar to naloxone that was not distributed to individual. Requires pharmacies to provide written notice that drug similar to naloxone is available at pharmacy. Requires health benefit plan to provide payment or reimbursement for naloxone prescription and dispensation by pharmacist. Becomes operative January 1, 2023. Takes effect on 91st day following adjournment sine die.

Relating to occupational diseases of nonvolunteer firefighters.

Adds to cancers covered by rebuttable presumption of occupational disease for eligible nonvolunteer firefighters. Requires Workers' Compensation Management-Labor Advisory Committee to review material published by National Institute for Occupational Safety and Health related to cancers associated with nonvolunteer firefighters.
