Relating to services for low-income individuals; and prescribing an effective date.

Directs Department of Human Services to adopt by rule grant program to provide funding to culturally specific and responsive organizations, tribal governments and under-resourced rural community service organizations to conduct outreach regarding federal earned income tax credits and other tax benefits and to provide tax navigation and preparation services to low-income Oregonians. Takes effect on 91st day following adjournment sine die.

Relating to the collection of student data.

Requires Department of Education to conduct survey related to academic assessments administered to students by school districts and to develop recommendations and best practices related to assessments. Directs department to report results of survey and recommendations and best practices to State Board of Education and to interim committee of Legislative Assembly related to education no later than May 1, 2024. Requires department and board to review standards related to disclosure and transfer of information in student education records. Directs department to report results of review to interim committee of Legislative Assembly related to education no later than September 15, 2023.

Relating to telecommunications; and declaring an emergency.

Modifies composition and duties of Oregon Broadband Advisory Council. Provides for establishment of grant application review committees. Directs Oregon Broadband Office to develop Broadband Action Plan and Digital Equity Plan that address requirements in Infrastructure Investment and Jobs Act. Directs Oregon Broadband Office to collect geospatial data information related to broadband service in Oregon to assist state to determine eligibility for grants and loans and confirm allocation of federal funds. Exempts from public disclosure proprietary information subject to nondisclosure agreement provided to office. Establishes Connecting Oregon Libraries Fund. Continuously appropriates moneys in fund to State Library for purpose of providing matching funds for federal moneys received by certain libraries for providing broadband access. Requires State Library Board to adopt certain rules before distributing moneys in fund. Directs Public Utility Commission, in consultation with certain other state agencies, to investigate and make recommendations on feasibility of expanding Oregon Telephone Assistance Program and applying residential service surcharge to support access to broadband Internet access service or other telecommunications services. Requires commission to submit report to appropriate regular or interim committee of Legislative Assembly and Oregon Broadband Office no later than June 1, 2023. Removes requirement that Public Utility Commission serve notice of all filings of applications for certificates of authority to provide intrastate telecommunications services. Removes requirement that commission provide annual competitive provider report to Legislative Assembly. Declares emergency, effective on passage.

Relating to equity; and declaring an emergency.

Requires Oregon Health Authority, guided by advisory committee to be convened by authority, to provide grants to operate two culturally and linguistically specific mobile health units, as pilot program, to improve health outcomes of Oregonians impacted by racism. Specifies membership of advisory committee. Requires authority to study feasibility of expanding mobile health units statewide and to provide interim report on findings to Legislative Assembly by December 31, 2025, and final report by June 30, 2026. Specifies criteria for study. Sunsets January 2, 2027. Requires authority, based on recommendations from task forces convened by Oregon Advocacy Commissions Office, to develop recommendations on how to fund robust culturally and linguistically specific intervention programs designed to prevent or intervene in health conditions that result in inequitable and negative outcomes for individuals who are Black or indigenous, people of color and members of tribes. Requires office to report recommendations to Legislative Assembly by November 1, 2023. Requires authority, no later than November 30, 2023, to report to Legislative Assembly on development of recommendations for funding robust culturally and linguistically specific intervention programs and to report final recommendations by November 1, 2024. Sunsets January 2, 2025. Declares emergency, effective on passage.

Relating to discrimination based on the use of certain types of currency as payment; and prescribing an effective date.

Makes unlawful practice for place of public accommodation to refuse to accept United States coins or currency as payment for goods and services. Creates limited exceptions. Allows person to file complaint with Commissioner of Bureau of Labor and Industries alleging unlawful practice against operator or person acting on behalf of place of public accommodation. Takes effect on 91st day following adjournment sine die.

Relating to caregivers; and declaring an emergency.

Requires Department of Human Services to establish certification process for direct care providers of home or community-based services and implement online registry of direct care providers of home or community-based services. Specifies requirements for certification and information to be displayed on online registry. Requires department to work with stakeholder groups to design certification requirements, explore ways to improve skill level and training of caregivers and improve caregivers' pathways to continued education and advancement. Sunsets January 2, 2024. Requires department to report to Joint Interim Committee on Ways and Means on work with stakeholders and on implementation of certification process and registry. Declares emergency, effective on passage.

Relating to higher education; and declaring an emergency.

Extends definition of "education employer" for purposes of statutory public service loan forgiveness program responsibilities to include community colleges and public universities. Alters method of calculating who is considered full-time faculty member at community college or public university for purpose of program to include any faculty member who engages in 30 or more full-time equivalent work hours per week, with each hour of lecture time or classroom time constituting 4.35 full-time equivalent work hours. Authorizes community college or public university to alter multiplier used to calculate full-time faculty member through collective bargaining. Makes changes to statutory public service loan forgiveness program responsibilities retroactive to date faculty member began employment at community college or public university September 25, 2021 ]. Alters eligibility requirements for subcommittees established by Transfer Council. Extends date by which Higher Education Coordinating Commission must submit report to Legislative Assembly relating to additional legislation or funding required to develop electronic system for dissemination of information regarding foundational curricula and unified statewide transfer agreements from December 15, 2021, to December 15, 2022. Declares emergency, effective on passage.

Relating to veterans; and prescribing an effective date.

Establishes Veterans Dental Program in Oregon Health Authority to provide oral health care to low-income veterans who reside in Oregon beginning in 2023. Specifies eligibility requirements for program. Provides that character of discharge does not affect eligibility. Directs Department of Veterans' Affairs to create criteria for waiver to eligibility requirement that veteran be discharged or released under honorable conditions when discharge or release is result of discriminatory policies or practices. Authorizes county or tribal veterans' service officer to grant waiver in accordance with department criteria. ] Takes effect on 91st day following adjournment sine die.
