Requires individual and group health benefit plans and benefit plans offered by Public Employees' Benefit Board and Oregon Educators Benefit Board to reimburse services provided by naturopathic physicians within scope of their practice if services are reimbursed when provided by licensed physicians. Requires reimbursement paid to naturopathic physician in independent practice to be in same amount as reimbursement paid to physician.

Directs Department of Early Learning and Care to establish and adopt by rule child care assistance pilot program to provide assistance and support to long term care employees with child care needs. Sunsets program on January 2, 2026.
Prohibits sale or use of two-cycle gasoline-powered leaf blowers in counties with population greater than 400,000. Punishes violation by maximum fine of $500.
Requires Department of Consumer and Business Services to study trends in reimbursement paid to specified health care providers by insurers and third party administrators and report findings to interim committees of Legislative Assembly related to health no later than September 15, 2024. Sunsets January 2, 2025. Declares emergency, effective on passage.
Requires the mass transit district known as TriMet to adopt ordinance to modify district boundaries to exclude specified territory. Provides that ordinance may not be referred to or by electors. Requires persons in specified territory to assess whether boundary change results in new tax liability.
Establishes Aurora State Airport Advisory Council for purpose of developing intergovernmental planning agreement among its members. Requires land use decisions to be compatible with agreement. Sunsets January 2, 2037. Amends regulations regarding through the fence airports and use of transportation facilities as basis for land use goal exceptions.
Permits Public Utility Commission to institute one or more proceedings to ensure commission's regulations, rules and orders, and programs overseen by commission, align with greenhouse gas emissions reduction requirements and targets established by statute or executive order, do not impede or delay timely and equitable implementation of greenhouse gas emissions reduction requirements and targets, and mitigate energy burden and risks of stranded assets for residential utility customers. Declares that policy of state is to protect residential utility customers from risks of stranded fossil fuel assets and potential increases in energy burden while achieving state's greenhouse gas emissions reduction goals. Prohibits, on or after January 1, 2026, use of funding from ratepayers to provide incentives or subsidies for the purchase or installation of gas appliances or devices for use by residential utility customers or line extension allowances for new gas line extensions that support use of gas in residential buildings.
Creates Oregon personal income tax subtraction for amounts received for renting out room in taxpayer's home. Applies to tax years beginning on or after January 1, 2024, and before January 1, 2030. Takes effect on 91st day following adjournment sine die.
Increases formula weight for students in poverty families for purposes of State School Fund distributions. Appropriates moneys from General Fund to Department of Education to ensure, to greatest extent practicable, that school district does not receive lesser distribution amount from State School Fund during 2023-2025 biennium as result of increase in formula weight for students in poverty families. Declares emergency, effective July 1, 2023.
Prohibits tolling on state highways until January 2, 2026. Provides exception for Interstate 5 bridges that cross Columbia River. Establishes Task Force on Tolling. Sunsets task force on December 31, 2027. Declares emergency, effective on passage.
