Proposing amendment to Oregon Constitution relating to the impeachment of statewide elected Executive Branch officials.

Proposes amendment to Oregon Constitution to vest power of impeachment of statewide elected Executive Branch officials in House of Representatives and power to try impeachments in Senate. Requires three-fifths ] two-thirds majority vote of House of Representatives to deliver impeachment resolution to Senate and two-thirds majority vote of Senate for conviction. Limits judgment to removal from office and disqualification from holding other public office in this state. Refers proposed amendment to people for approval or rejection at next regular general election held throughout this state.

Relating to small nonroad engines; prescribing an effective date.

Directs Environmental Quality Commission to adopt standards prohibiting engine exhaust and evaporative emissions from new small nonroad engines beginning January 1, 2026, unless a later date is required by federal Clean Air Act. Directs Department of Environmental Quality to establish program to provide incentives for purchase of zero-emission small nonroad equipment. Takes effect on 91st day following adjournment sine die.

Relating to the state financial administration of the Department of Education; declaring an emergency.

Appropriates moneys from General Fund to Department of Education for State School Fund. Limits biennial expenditures from lottery moneys allocated to department for State School Fund. Limits biennial expenditures from fees, moneys or other revenues, including Miscellaneous Receipts, but excluding lottery funds and federal funds, collected or received by department for State School Fund. Specifies amounts department may spend for certain purposes from State School Fund. Transfers moneys from State School Fund to Local Option Equalization Grants Account. Relating to child care navigators; declaring an emergency.

Directs Department of Early Learning and Care to enter into contracts with entities to provide services as navigator of employment related day care. Prescribes requirements of entities to enter into contract. ] Directs Department of Early Learning and Care, in consultation with Department of Human Services, to convene work group to study optimal use of child care navigators to support access to and enrollment in child care and early learning programs. Relating to school district employee wages.

Requires school district to pay classified school employee not less than 10 percent more than minimum wage that applies to all employees who work in this state and not less than 15 percent more than minimum wage if classified school employee provides support to students with individualized education program or who are enrolled in special education ]. Requires school district to pay certified educator salary of not less than $60,000 ] $50,000 per year or, if certified educator provides education to students with individualized education program or who are enrolled in special education, not less than $63,000 per year ]. Requires school district to index wage and salary amounts to inflation.
