Requires the Department of Transportation to study the feasibility and utility of constructing bridges across the Columbia River west of the Interstate 5 bridges. Directs the department to submit a report to the Joint Committee on Transportation no later than September 15, 2026. Sunsets on January 2, 2027. Takes effect on the 91st day following adjournment sine die.
Provides for an additional exemption against Oregon estate tax. Phases out the availability of the exemption based on the size of the estate. Applies to the estates of all decedents who die on or after January 1, 2026. Takes effect on the 91st day following adjournment sine die.
Requires a health care practitioner to exercise the proper degree of care to preserve the health and life of a child born alive, regardless of whether the birth was the result of an induced abortion. Allows specified persons to bring an action against a health care practitioner for violations. Allows the court to order that the identity or personally identifiable information of specified persons is protected from disclosure.
Directs the Oregon Department of Administrative Services to decrease either the weight-mile tax or vehicle fuel taxes if the highway cost allocation study indicates that a vehicle class is paying more than its fair share for the use of the highways in the state and the Legislative Assembly does not enact a measure within 120 days of the Joint Committee on Transportation receiving a report on the study to correct the imbalance. Takes effect on the 91st day following adjournment sine die.

Demands at least 10% of those who voted in the last election for a Governor to sign a petition to amend the Constitution. Demands that the signatures must come from among all congressional districts. Proposes an amendment to the Oregon Constitution to require petition signatures for initiative laws to contain at least eight percent of the total votes cast for all candidates for Governor at the last general election at which a Governor was elected divided equally among the congressional districts of this state. Creates a refundable income tax credit for certain child care workers. Provides for a child care worker to elect to deposit the refund attributable to the credit in the Oregon Retirement Savings Plan. Provides for the credit to be claimed on the personal income tax return for the 2026 tax year. Takes effect on the 91st day following adjournment sine die.
Appropriates moneys to the Department of Justice out of the General Fund for distribution to the Liberty House to provide children's advocacy center services.
