Creates income tax credit for operation costs of housing for agricultural workers. Provides for refundability of credit and for transferability of credit earned by tax-exempt entity. Imposes limitation on total credits allowed to all owners of housing per tax year. Extends sunset for tax credits for owner or operator of agriculture workforce housing. Applies to tax years beginning on or after January 1, 2020, and before January 1, 2026. Takes effect on 91st day following adjournment sine die.
Allows injured person to bring civil action against city or county that fails to regulate discharge of firearms on private property after having notice of dangerous condition. Removes prohibition on local government regulation relating to certain areas designed and built for purpose of target shooting.
Appropriates funds to Oregon Department of Administrative Services to distribute to State Fair Council to fund assessment of fairground facilities and deferred maintenance, improvement and enhancement of fairground facilities. Declares emergency, effective July 1, 2019.
Adopts prior Legislative Branch Personnel Rules for Eightieth Legislative Assembly, except as modified in concurrent resolution. Modifies direction to keep information regarding harassment investigation confidential in cases where harassment investigation is undertaken under informal reporting process of legislative branch personnel rules, to exclude person alleged to have experienced harassment from confidentiality restrictions. Eliminates confidentiality restrictions when formal complaint is made under rules. Expands period of time for which informal report or formal complaint may be made from one year to four years after incident of alleged harassment occurs.
Adds to rights of persons with mental illness committed to Oregon Health Authority, right to reasonable privacy and security in resting, sleeping, dressing, bathing, personal hygiene and toileting. Declares emergency, effective on passage.
Establishes permissible density requirements within urban growth boundaries of cities within metropolitan service district or with population more than 10,000 for areas adjacent to transportation corridors and zoned to allow residential development.
Increases minimum wage exemption for purposes of garnishment and execution.
