Permits students participating in intercollegiate sports to earn compensation for certain services ] coaching and for use of name, image or likeness and to retain professional representation or athlete agent. Prohibits student from entering contract for use of name, image or likeness that conflicts with team rules or contract between post-secondary institution of education and third party, except that team rules and contract between post-secondary institution of education and third party may not prevent student from earning compensation for use of name, image or likeness when not engaged in official team activities. Takes effect January 1, 2023.

Establishes Agricultural Cooperative Member Low-Interest Loan Fund. Continuously appropriates moneys in fund to State Department of Agriculture ] Oregon Business Development Department for carrying out loan program. Appropriates moneys from General Fund to State Department of Agriculture for deposit in Agricultural Cooperative Member Low-Interest Loan Fund for biennium ending June 30, 2021. ] Limits payment from lottery moneys allocated from Administrative Services Economic Development Fund to department for deposit in Agricultural Cooperative Member Low-Interest Loan Fund for biennium ending June 30, 2021. Authorizes State Department of Agriculture ] department to make loans from fund to farmers that were members of agricultural cooperative on date that cooperative initiated bankruptcy proceedings. Specifies terms of loans. Requires State Department of Agriculture to assist with loan application evaluation if requested by Oregon Business Development Department. Authorizes State Department of Agriculture ] Oregon Business Development Department to delegate application processing and loan servicing to lending institutions. Makes loan program operative January 1, 2021. Sunsets loan program and abolishes Agricultural Cooperative Member Low-Interest Loan Fund January 2, 2040. Takes effect on 91st day following adjournment sine die.
Provides that person commits offense of driving while under influence of intoxicants if person has blood alcohol level of 0.08 percent or more by weight within two hours after driving vehicle. Creates affirmative defense. Defines "statutory counterpart." Declares emergency, effective on passage.
Provides that certain fungible authorizations or credits issued by state government agency pursuant to state program for regulating greenhouse gas emissions do not constitute property or property rights. ] Provides that receipt ] value of certain fungible authorizations, received at no cost, from state government agency pursuant to state program for regulating greenhouse gas emissions is exempt from personal income taxation and corporate excise and income taxation. Provides that gains and losses from first sale or other transfer of fungible authorization to emit carbon dioxide equivalent, or of fungible credit representing emissions reductions or removal of carbon dioxide equivalent, issued by state government agency, are not subject to capital gains taxation. Provides that fungible authorizations to emit carbon dioxide equivalent, or of fungible credits representing emissions reductions or removal of carbon dioxide equivalent, issued by state government agency, are exempt from ad valorem property taxation. Requires Department of Transportation, in consultation with Department of Environmental Quality and other appropriate state agencies, to study modifying classification of diesel fuel. Requires Department of Transportation to report results of study to Joint Committee on Transportation during 2021 regular session of Legislative Assembly. Requires report to include implementation plan for reclassifying diesel fuel.

Directs council to make annual reports and recommend legislation to interim committee of Legislative Assembly and Governor. Directs council to make recommendations to Director of Oregon Health Authority, Director of Oregon Youth Authority and Director of Human Services regarding systems of care. Establishes TriMet Crash Advisory Committee. Provides that committee shall review certain crashes involving TriMet vehicles that result in injury or fatality and make reports to TriMet's board of directors as needed.
