Relating to health care profession scopes of practice; prescribing an effective date.

Directs Oregon Health Authority to establish process to receive and review health care profession scope of practice requests and impact statements. Defines "scope of practice request" and "impact statement." Directs authority to convene temporary scope of practice request review committee. Directs committee to review scope of practice requests and impact statements and report to authority and interim committees of Legislative Assembly related to health care. Takes effect on 91st day following adjournment sine die.

Relating to a right to repair consumer electronic equipment; prescribing an effective date.

Requires original equipment manufacturer to make available to owner of consumer electronic equipment or independent repair provider on fair and reasonable terms any documentation, tool, part or other device or implement that original equipment manufacturer makes available to authorized repair ] service provider for purpose of diagnosing, maintaining or repairing consumer electronic equipment. Provides that person who suffers ascertainable loss of money or property has right to bring action to recover damages for violation of ] seek order requiring compliance with provisions of Act. Takes effect on 91st day following adjournment sine die.

Relating to water safety; prescribing an effective date.

Prohibits operating boat carrying child under 16 years of age unless child is wearing properly sized and secured personal flotation device. Punishes by maximum fine of $250. Prohibits child under 16 years of age from using floating item outside of swimming area on waters of this state unless child is wearing properly sized and secured personal flotation device. Punishes by fine of $25. Takes effect on 91st day following adjournment sine die.

Relating to school integrated pest management; prescribing an effective date.

Modifies requirements of ] Directs State Department of Agriculture to perform certain responsibilities related to Healthy and Safe Schools Plan related to integrated pest management ]. Requires Department of Education to provide technical assistance to districts and schools regarding ] develop process for updating and implementing school integrated pest management plans. Requires department to establish recommendations for limiting and reducing exposure to pesticides. ] Directs department to convene Healthy and Safe Schools Integrated Pest Management Advisory Committee. Directs department to provide grants to three ] school districts to test applicability of ] electronic pesticide applicator records system. Requires governing bodies of schools to implement certain record keeping and reporting requirements related to school integrated pest management. ] Takes effect on 91st day following adjournment sine die.

Relating to short-acting opioid antagonists; prescribing an effective date.

Allows owner of publicly accessible building or facility to obtain from Oregon Health Authority kit including short-acting opioid antagonist and necessary medical supplies to administer short-acting opioid antagonist for use by members of public. Defines "short-acting opioid antagonist." Provides civil immunity from liability for member of public and owner. Directs authority to establish process through which owner of building or facility may obtain kit, and to issue standing order to prescribe short-acting opioid antagonist and necessary medical supplies to administer short-acting opioid antagonist. Takes effect on 91st day following adjournment sine die.

Relating to the long term care wage board.

Directs Commissioner of Bureau of Labor and Industries to appoint long term care wage board to examine factors that may present challenges to recruiting and retaining long term care employees. Requires board to adopt recommended compensation schedule for long term care employees. Requires board to submit annual report to commissioner. Allows commissioner to consider recommended schedule in establishing compensation rates for long term care employees.
