Requires licensed hospitals to include in hospital's discharge policy specified procedures for discharge of homeless patients.
Requires each school district board to develop written plan establishing climate change instructional program for kindergarten through grade 12 no later than June 1, 2026. Establishes requirements for instructional program. Requires school district board to review and update plan every seven years. Requires Department of Education to establish model plan to provide guidance to school districts and to develop academic content standards for climate change instructional program. Requires Superintendent of Public Instruction to withhold from noncompliant school districts amounts otherwise to be distributed as grants from Student Investment Account. Provides that purposes of grants distributed from Student Investment Account includes meeting requirements for climate change instructional program. Requires eligible applicants to describe in grant application how school district is meeting climate change instructional program requirements. Requires career and technical education programs to integrate climate change instruction to support climate-focused sustainability career pathways.
Appropriates moneys to be used for regional health equity coalitions. Declares emergency, effective July 1, 2023.
Requires owners of multifamily rental housing to offer right of first refusal to tenants who form tenant committee and membership entity.
Makes unlawful practice for employer or employment agency to advertise job, promotion or transfer opportunity without disclosing pay range and employment benefits in job posting. Requires employers to maintain certain employment records for each employee. Makes violation unlawful practice. Permits Commissioner of Bureau of Labor and Industries to assess civil penalty against employer or employment agency for violation. Makes employment agencies subject to prohibition against inquiries regarding salary history and past criminal convictions. Becomes operative on January 2, 2024. Takes effect on 91st day following adjournment sine die.
Modifies Department of Justice crime victim compensation program. Directs Department of Justice to make payments directly to providers who perform strangulation examinations on victims of domestic violence.
Allows person who retires from Department of State Police as police officer to participate in group benefit plan offered by Public Employees' Benefit Board with no increase in premiums.
Requires Oregon Health Authority to adopt rules for licensing urgent care centers and specifies requirements. Requires coverage of services provided by urgent care centers by health insurance that reimburses medical costs, plans offered by Public Employees' Benefit Board and Oregon Educators Benefit Board, health maintenance organizations and multiple employer welfare arrangements and establishes requirements for rates of reimbursement.
Authorizes city within Marion County to control or direct disposal, transfer or material or energy recovery of solid waste.
Establishes COFA Food Assistance Program to provide nutrition assistance to COFA citizens who would qualify for Supplemental Nutrition Assistance Program benefits but for their immigration status and who have incomes at or below federal poverty guidelines.
