Proposes an amendment to the Oregon Constitution to extend the duration of a regular session of the Legislative Assembly by one calendar day for each day that the Senate or the House of Representatives fails to achieve a quorum after attempting to do so. Refers the proposed amendment to the people for their approval or rejection at the next regular general election.

[ Requires employers who provide paid vacation time to compensate employees for all earned or accrued but unused paid vacation time when employment terminates. ] Requires employers that provide, by written policy or employment contract, for the payment of earned or accrued but unused paid time off upon termination to make such payments in accordance with statutory requirements governing final wages. Takes effect on the 91st day following adjournment sine die.

Requires each electric company to develop an inclusive utility investment program to provide financing for customers' energy efficiency upgrades or renewable energy projects. Requires an inclusive utility investment program to provide savings reflected in the reduction in a customer's electricity or energy utility costs. Allows the Public Utility Commission to establish minimum financial savings standards and adopt and provide electric companies with performance incentives.

Prohibits an online news aggregating platform from accessing for an Oregon audience the online content of a digital journalism provider without an agreement. Specifies requirements that an agreement must meet. Creates a private cause of action that a digital journalism provider may bring against a platform if the platform accesses for an Oregon audience the online content of the digital journalism provider without an agreement or fails to comply with an agreement. Allows for the recovery of the greater of statutory or actual damages, and for punitive damages. Bars a cause of action if the platform is participating in arbitration or in compliance with a final arbitration order, judgment or settlement agreement. Bars a cause of action for access that occurs between January 1, 2027, and December 31, 2028, if the platform elects to pay a certain sum amount. Allows a platform or group of digital journalism providers to initiate an arbitration process to determine a percentage of the platform's advertising revenue to be remitted to the digital journalism providers. Requires platforms to report annually certain information about compensation paid to digital journalism providers. Establishes the Oregon Civic Information Consortium. Directs the consortium to award grants for applicants that seek to improve civic information.

] Requires an electric utility to disclose to its customers the costs of storing [ the ] nuclear waste produced by an energy facility in generating electricity. Requires a person who develops an energy facility to disclose to the electric utility and the public the costs of storing [ the ] any nuclear waste produced by the energy facility in generating electricity. Takes effect on the 91st day following adjournment sine die.

] Proposes an amendment to the Oregon Constitution [ providing that law enforcement officers may not be masked and must wear certain identifying information except in specified circumstances ] establishing a right to be free from enforcement of the law by secret police . Refers the proposed amendment to the people for their approval or rejection at the next regular general election.

Provides that a violation of prohibitions against certain practices with respect to insurance is subject to an enforcement action under the Unlawful Trade Practices Act. Specifies exemptions. Removes some exemptions for insurance from the definition of "real estate, goods or services" under the Unlawful Trade Practices Act. Permits a person to obtain, and a court to award, appropriate equitable relief in addition to monetary damages under the Unlawful Trade Practices Act. Requires the Director of the Department of Consumer and Business Services to request action before a prosecuting attorney may take action under the Unlawful Trade Practices Act against an act or practice related to insurance.

Creates the crime of aggravated felon in possession of a firearm when a person who has been convicted of a felony possesses three or more firearms or has certain prior convictions. Punishes by a maximum of 10 years' imprisonment, $250,000 fine, or both.

Limits to 25 the number of legislative measures that a member of the Legislative Assembly may ask the Legislative Counsel to prepare for a regular session of the Legislative Assembly that begins in an odd-numbered year. Limits to 15 the number of legislative measures that a committee of the Legislative Assembly may ask the Legislative Counsel to prepare for a regular session of the Legislative Assembly that begins in an odd-numbered year. Provides exceptions. Limits to 200 the combined total number of legislative measures that the Governor and state agencies under the authority of the Governor may ask the Legislative Counsel to prepare for a regular session of the Legislative Assembly that begins in an odd-numbered year. Provides exceptions. Limits to 15 the number of legislative measures that other statewide elected officials and the Judicial Department may each ask the Legislative Counsel to prepare for a regular session of the Legislative Assembly that begins in an odd-numbered year. Authorizes the Senate Rules Committee or the House Rules Committee to ask the Legislative Counsel to prepare additional measures on behalf of requesters. Authorizes the measure's requester to ask the Legislative Counsel to prepare an additional measure when the first legislative chamber passes or adopts a measure. Applies to requests for legislative measures made for the 2027 regular session and subsequent odd-numbered year regular sessions. Declares an emergency, effective on passage.

Appropriates moneys from the General Fund to the Oregon Department of Administrative Services for purposes of deposit in the Universal Representation Fund. Declares an emergency, effective on passage.
