Increases retirement benefits and lowers normal retirement age under Oregon Public Service Retirement Plan for telecommunicators and certain employees of Oregon State Hospital.
Requires Oregon Health Authority to study current and future need for secure residential treatment facility beds and report to interim committees of Legislative Assembly related to health, by September 15, 2023, findings of study and plan for statewide coordination of admissions to, discharges from and waiting lists for facilities and for achieving needed capacity. Sunsets January 2, 2024. Declares emergency, effective on passage.
Requires ] Authorizes Oregon Advocacy Commissions Office, Commission on Hispanic Affairs, Commission on Black Affairs, Commission for Women and Commission on Asian and Pacific Islander Affairs to each employ at least one paid intern ] employ paid interns and staff necessary to supervise interns . Appropriates moneys for purpose of employing interns. Declares emergency, effective on passage.
Prohibits seller from selling or leasing motor vehicle if sale or lease is contingent upon lender's agreement to purchase retail installment contract or lease agreement. Provides that if seller sells retail installment contract or lease agreement to lender, lender must provide final approval of funding within 14 days after buyer takes possession of motor vehicle. Provides that if lender does not agree to buy retail installment contract or lease agreement or agrees to buy on terms other than exact terms that seller and buyer agreed to, seller must retain retail installment contract or lease agreement, must notify buyer of seller's retention and may not thereafter sell, assign, transfer or delegate any of the benefits, duties or obligations of the contract or agreement. Provides that seller's failure to comply with provisions of Act deprives seller of right to collect payment due under contract or agreement and right to repossess motor vehicle.

Authorizes issuance of general obligation bonds under Article XI-Q of Oregon Constitution for emergency preparedness equipment grant program. Takes effect on 91st day following adjournment sine die.
Directs Higher Education Coordinating Commission to establish program to issue grants to community colleges to promote and increase dental assistant and dental hygienist training programs in Oregon. Directs Department of Education to establish program to issue grants to school districts or education service districts to promote and increase career and technical education related to dental health professions. Directs Oregon Health Authority to issue grants through health care provider incentive program to support and increase recruitment and retention of dental professionals. Directs authority to develop and implement education and mentoring program to promote entry into dental professions by members of federally recognized Indian tribes in Oregon. Directs State Workforce and Talent Development Board to develop educational module relating to dental assisting. ] Directs commission to develop and maintain website to provide information about dental assistant training and certification.
Directs Oregon Health Authority, in consultation with Newborn Bloodspot Screening Advisory Board, to adopt rules for board to evaluate and recommend adding disease to or removing disease from newborn bloodspot screening panel or taking no action on disease. Requires board to evaluate and make recommendations pursuant to rules, including rules for public request process. Requires board to meet at least four times per calendar year and to submit biennial report to Legislative Assembly. Shortens term of office of board member to two years. Limits reappointment. Modifies board membership and requirements. Subjects board meetings to public meetings law. Waives fees for parents or guardians who pay out of pocket for newborn bloodspot screening services. ] Waives newborn bloodspot screening fees for parents or guardians who pay out of pocket birthing fees as defined by rule by authority or who are indigent or otherwise unable to pay newborn bloodspot screening fees. Requires authority to consider, and to greatest extent practicable implement, screening for disease no later than 18 months after federal committee recommends adding disease to federal Recommended Uniform Screening Panel. Directs authority to complete pilot study to demonstrate standards, criteria and processes for determining whether to add disease to newborn bloodspot screening panel and to report to Legislative Assembly on findings and recommendations for improvements.
