Provides that public employee may not become member of pension program of Oregon Public Service Retirement Plan on or after January 1, 2022.
Directs State Department of Agriculture to establish grant program for purpose of facilitating eradication of gorse for wildfire mitigation in southwest Oregon. Establishes Southwest Oregon Gorse Wildfire Risk Reduction Fund to support grant program. Appropriates moneys to department for deposit into fund. Sunsets grant program and fund on December 31, 2025. Takes effect on 91st day following adjournment sine die.
Creates income tax credit for teachers in rural schools. Applies to tax years beginning on or after January 1, 2022, and before January 1, 2028. Takes effect on 91st day following adjournment sine die.
Establishes Ocean Beach Fund. Directs amount of transient lodging tax revenues from state recreation area lodgings along ocean shore received by State Parks and Recreation Department to Ocean Beach Fund. Directs department to spend moneys from fund for expenses of managing state recreation areas along ocean shore. Takes effect on 91st day following adjournment sine die.
Directs State Forestry Department to study capacity of Oregon's nursery industry to provide seedlings for reforestation following forest fires and report to appropriate committee or interim committee of Legislative Assembly on or before September 15, 2022. Sunsets January 2, 2023.
Increases penalties for crime of disorderly conduct in the second degree when crime committed during violent or disorderly assembly. Punishes by maximum of five years' imprisonment, $125,000 fine, or both. Provides that damaging or destroying property of another during violent or disorderly assembly constitutes criminal mischief in the first degree. Punishes by maximum of 10 years' imprisonment, $250,000 fine, or both. Provides that causing alarm with threatening or intimidating conduct in place of public accommodation constitutes crime of harassment. Punishes by maximum of five years' imprisonment, $125,000 fine, or both. Establishes mandatory minimum sentences for crime of assaulting a public safety officer if victim is peace officer and crime committed during violent or disorderly assembly. Directs Oregon Criminal Justice Commission to adopt rules reflecting that certain violent conduct during violent or disorderly assembly is aggravating factor for purposes of sentencing guidelines. Prohibits state agency from providing funds to cities or counties that reduced funding for law enforcement services. Provides that public bodies, officers, employees or agents are not immune from civil claims arising out of riots if grossly negligent. Provides that person convicted of riot or crime occurring during violent or disorderly assembly is not eligible for public assistance or state employment. Prohibits release for person arrested for riot or crime occurring during violent or disorderly assembly until first appearance. Directs court to set security release of $50,000 upon making certain findings. Directs district attorney to prosecute felonies involving property destruction.
Repeals sunset of predator damage control district program. Takes effect on 91st day following adjournment sine die.
Reduces required size of real property and percentage of value of adjusted gross estate necessary for real property to qualify for natural resource property credit against estate tax, where real property is forestland or forestland homesites. Applies to estates of decedents dying on or after January 1, 2022. Takes effect on 91st day following adjournment sine die.
Expands crime of criminal impersonation of a peace officer to include possession of false law enforcement vehicle. Punishes by maximum of five years' imprisonment, $125,000 fine, or both.
Modifies definition of "abuse" for purposes of Elderly Persons and Persons With Disabilities Abuse Prevention Act to include certain telephone solicitation.
